Is there a pilot project in Hamburg for a basic income for all? The first step towards this has been taken by the initiative “Hamburg tests basic income“, now she needs enough supporters for a referendum.
The kick-off event for the volunteers who will soon be collecting signatures in the city took place in Altona on Saturday. The volunteers were given training on how to approach passers-by.
Referendum could take place next year
The people of Hamburg can cast their vote until September 30th – either by mail from Tuesday or directly at one of the information stands from September 10th. If at least 100,000 signatures are collected, all eligible voters in Hamburg will have the chance to vote on the proposal in a referendum. This could then take place at the same time as the federal elections next year.
What the initiative demands
The aim of the initiative is a test run for an “unconditional basic income”. According to the initiative, this has never been tried on a large scale anywhere in Germany; Hamburg would be the first federal state. The impact, acceptance and feasibility of basic income variants are to be tested in a scientific process. Around 2,000 people are to take part in the model experiment for several years. The costs are expected to be around 40 million euros.
Last summer, the people’s initiative failed before the Constitutional Court. “Deficiencies in the draft law,” the judges said at the time. Now the focus is on a revised draft – in which people’s previous income should be taken into account for the basic income.
