Mexico City. Sergio Gutiérrez Luna, representative of Morena before the National Electoral Institute (INE) and president of the Chamber of Deputies, said that a base parameter for the election of judges is the spending of the last federal contest “of between 7 and 9 billion pesos”, against the 13,205 million requested by the INE.
He reiterated that the budget outlined by the body is excessive and has to be adjusted.
At the same time, he warned that the date of the election (first Sunday in June 2025) will not be modified, so the INE must now “start” the preparations.
At the same time, he admitted that the election of judges, magistrates and ministers is an unprecedented process and the route to follow must be done “hand in hand” with the INE, especially to see technical and cost aspects, as soon as it reaches the Chamber of Deputies. the preliminary draft budget 2025.
In an initial analysis, he said that they do not rule out proposing the compaction of polling stations, among other elements that make a not so onerous election viable.
“We already had a case where there were not 170 thousand polling stations, but rather voting centers. Maybe respect the 81 thousand homes where those 170 thousand boxes were established. That is, if I need a thorough analysis, we are going to do it responsibly in these weeks. The package will arrive only tomorrow,” he said in an interview prior to the INE session.
“We start from the parameter of what was spent in the federal presidential election, this year’s, the concurrent federal one, which is nine billion. We are thinking between seven and nine billion,” said Gutiérrez Luna, president of the chamber that will approve the Federation Expenditure Budget.
“There are going to be more ballots, maybe more candidates, but maybe the training processes can be simpler. We have to adjust and talk with the INE and the president.”
Regarding the obstacles to the start of preparations for the election, he pointed out that “some judges seek to hinder, because the protection law is clear. The provisions of article 61, if I remember correctly, of the protection law, have been talked about ad nauseam in all instances. There is even a resolution from the Superior Chamber that says that there is no suspension in electoral matters. I believe that the INE definitely has to continue doing its job.”
“It has to continue and start and not subject itself to this, which is a clear intention to hinder the process on the part of some federal judges.”
Regarding the internal environment at the INE, he said: “I have seen actions of some counselors that often have to hinder work here at the INE. I have said it at the Council table and I have individualized it when this has happened. “I believe and hope that this is not the case on this occasion and that all counselors will follow the path of complying with what was ordered in the Constitution.”
