Banten KPU Temporarily Suspends Vote Recapitulation at Sub-District Level Due to Irregularities in Sirekap Application: CNN Indonesia

KPU Banten temporarily suspend the plenary meeting recapitulation vote at the Election Committee level Subdistrict (PPK) amidst the strangeness of the calculation system in the Sirekap application.

The suspension of recording the number of votes or recapitulation at the sub-district level in Banten will take effect on Sunday-Monday, 18-19 February 2024.

The sub-district level plenary meeting will start again on Tuesday, February 20 2024 until it is finished, according to the predetermined schedule.

“The postponement of the plenary meeting at the sub-district level is a follow-up to the direction of the Indonesian KPU, with the aim of first ensuring that the quality of the data used for the sub-district recap is more accurate,” said Ali Zainal Abidin, Coordinator of Human Resources and Research and Development of the Banten KPU, in his official statement, Sunday, (18/02).

The recapitulation process at the sub-district level is still guided by applicable regulations, said Ali, by opening the ballot box and removing the results of all types of elections to be read out and entered into the Sirekap in the presence of witnesses, election supervisors, observers and the public.

The Banten Province KPU ensures that the recapitulation stage of vote counting results at the sub-district level runs on time, and is expected to be completed according to the specified stages.

“In the past two days, the provincial KPU and district/city KPU carried out extreme data cleaning, namely the difference between image C Results and the conversion of numbers in the Election Info, to obtain data compatibility between images and numbers,” he explained.

The Banten KPU’s Technical Coordinator for General Elections, Akhmad Subagja, explained that Sirekap was created to make it easier to count the votes for each candidate.

Sirekap consists of Sirekap Mobile which is operated by KPPS officers by photographing object C results of all types of elections, then sending photos, checking data, keying documents and various things to witnesses and polling station supervisors.

Meanwhile, Sirekap Web is used during the tiered recapitulation plenary. Photo object C. The results are then converted into writing or numbers. The level of accuracy depends on several things, including writing on the C results form, shooting technique and lighting conditions.

“Therefore, Sirekap operators, when using the Sirekap application, before sending, must check whether the reading results are appropriate or there are discrepancies. If it is declared appropriate, the data will appear in the Election Info for the purposes of publishing the vote count,” said Akhmad, Saturday. (18/02).

Recapitulation of incorrect data in the Sirekap application, continued Ahamad, will be corrected during plenary meetings at the sub-district, district/city, provincial and RI levels, in stages, with reference to Form C results which are read out during the plenary session.

Akhmad ensured that the KPU’s votes were valid only through plenary meetings held in stages, witnessed by election participants, witnesses, Bawaslu and the public.

“The results of the publication of vote results in Election Info originating from Sirekap are not election results, but rather a joint effort to safeguard election results,” he explained.

Previously, the Executive Director ofeludem Khoirunnisa Nur Agustyanti highlighted the oddity of the KPU’s 2024 Sirekap Pileg data because there was a difference between the total number of party votes obtained and the accumulated number of votes obtained by each legislative candidate.

“The total vote acquisition should be the accumulation of party votes and legislative candidate votes, this (irregularity) could be in Sirekapnya,” said Khoirunnisa to CNNIndonesia.com, Thursday (15/2).

For example, the total vote acquisition of the Gerindra Party in the Jakarta II electoral district in Sirekap was written as 14,238 votes. However, strangely, there was one of the legislative candidates named Agus Anwar Moka who received 43,755 votes. This means that Moka’s votes were higher than the total votes obtained by the Gerindra Party in the Sirekap Legislative Election.

In fact, if the votes of the seven Gerindra legislative candidates running for this electoral district were accumulated, Gerindra should have received a total of 67,189 votes, not 14,238 votes as stated in the Sirekap Pileg.

Not only the Gerindra Party, irregularities also occurred in the Nusantara Awakening Party (PKN) in Electoral District II DKI Jakarta. In the Sirekap Pileg, it was shown that PKN received a total of 992 votes.

In fact, one of the legislative candidates, Mirwan Amir, received 1,525 votes. If the total of the seven legislative candidates’ votes was accumulated, PKN should have received a total of 5,036 votes, not 992 votes.
