Banning Commissions on Electronic Payments to Benefit Consumers: Mexican Legislators Take Stand

In this regard, deputy René Figueroa Reyes (PAN) explained that this measure is essential to alleviate the economic burden that many families face every day. He added that they also seek to eliminate the “corrosive” practice of many businesses that influence consumers’ payment methods, making them believe that it is more expensive to pay through electronic means.

“Consumers should not pay additional fees every time they use their bank cards,” said the PAN legislator, who stated that the regulation will allow more equitable access to financial services and promote greater financial inclusion in society.

Meanwhile, deputy Maribel Martínez Ruiz (PT) highlighted that this reform seeks to put an end to abuse against consumers. She called on Profeco and Condusef to expedite and facilitate the access of citizens to make complaints, as well as the Chamber of Deputies to review the tools available to both institutions to impose sanctions and combat abuses by businesses and establishments.

Likewise, deputy Susana Cano (Morena) commented that given the relevance that payments with credit and debit bank cards have acquired in businesses and service providers, it is necessary to prohibit the charging of commissions in favor of the family economy.

And according to the National Commission for the Protection and Defense of Users of Financial Services (Condusef), it was detected that some commercial establishments charge a “commission” or “surcharge” that can range from 3 to 5 percent. on the total value of the purchase or service, when payment is made through a credit or debit card.

The opinion was supported in general and in particular, so it was sent to the Senate of the Republic to continue with its legislative procedures.
