Bank Indonesia (BI) determines the Merchant Discount Rate (MDR) fee QRIS 0.3% for micro business actors is charged for transactions of IDR 100,000 and above. That way transactions of IDR 100,000 and below are free of charge.
BI Governor Perry Warjiyo said this policy would be effective as soon as September 1, 2023 and no later than November 30, 2023 to provide an opportunity for the industry to prepare its system.
“For transactions up to Rp. 100,000, a 0% MDR is imposed, while for transactions above Rp. 100,000, an MDR of 0.3% is subject to an effective validity period as soon as September 1, 2023 and no later than November 30, 2023,” Perry said in a press conference at the Board of Governors’ Meeting (RDG), Tuesday (25/7/2023).
This policy is one part of the central bank’s policy mix to sharpen the payment system digitization strategy to expand digital economic and financial inclusion. In addition, service acceleration QRIS will also be carried out through the expansion of the TUNTAS feature or cash withdrawals, transfers, deposits and expansion of QRIS cooperation between countries.
“BI will also hold a national QRIS week and an Indonesian sovereign rupiah festival in the context of celebrating the Independence of the Republic of Indonesia,” explained Perry.
Previously, BI imposed an MDR rate of 0.3% for micro businesses in early July 2023, from 0% previously. The fee is applied without any transaction limits and merchants are reminded not to charge consumers.
In fact conditions in the field there are small traders who charge fees to consumers. For this reason, an evaluation is carried out, in which transactions of IDR 100,000 and above are only subject to a 0.3% fee.
“This is an accelerated policy that is pro-people, pro-merchant, pro-economy and financial inclusion,” said Perry.
