Having regard to the Internal Security Code, in particular its article L. 742-12;
Having regard to the General Code of Local Authorities (CGCT), in particular its article L. 2215-1-4 °;
Given the decree of April 29, 2004 n.2004-374 and subsequent amendments, relating to the powers of the prefects, the organization and
the action of state services in the regions and departments;

Given the decree of 24 October 2018 which appoints Mr. Pascal MAILHOS, prefect of Auvergne-Rhône-
Alpes, prefect of the south-east defense and security zone, prefect of the Rhone;

Considering that fuels, petrol or diesel are subject to the regulations relating to the transport of
dangerous goods which requires compliance with strict rules for its transport and storage, regardless
particularly compatible with its transport by light vehicle;
Considering the need to guarantee the protection and safety of people in the face of dangers and risks
serious accidents that could be caused by the transport of these materials and their inadequate storage;
Also considering the risks of disturbing public order that the use of these
dangerous products for purposes other than those for which they are intended;
Considering the excessive consumption observed in the Rhône department of all types of fuel;
Considering the need to avoid the build-up of excessive stocks of prudence;
On the proposal of the Director of Security and Civil Protection;

QUIT

Article 1: The sale and purchase of fuels (petrol, ethanol, diesel, LPG) in containers
manually transportable are prohibited throughout the Rhône department.
Article 2: Dealers, managers and operators of service stations, including those who have them
automated devices that allow the delivery of fuel, take the necessary measures a
enforce this prohibition.
Article 3: Dealers, managers and operators of service stations are required to exhibit on their own
pump the prohibition referred to in Article 1 in order to inform users.
Article 4: This prohibition is applicable from 11 October 2022 at 7 am until Friday 21
October 2022 inclusive at midnight.
Article 5: Any violation of the provisions of this order will be detected and prosecuted in accordance
to the laws and regulations in force.
Article 6: This decree will be published in the collection of administrative acts (RAA) of the Rhône department, accessible at the following address: https://www.rhone.gouv.fr/Publications/Recueil-des-actes-administratifs- du- Rhône-RAA.

Article 7: Mr. Prefect Delegate for Defense and Security, Mrs. Prefect, Secretary
General, Deputy Prefect for Equal Opportunities, Mr. Chief of Staff of the Prefect, the
mayors of the department, the president of the metropolis of Lyon, the chairman of the departmental council of
Rhône, departmental director of public security for the Rhone, commander of the group of
Gendarmerie du Rhône, are responsible, each to the extent of their own competence, for the execution of this decree
it will be published in the collection of administrative acts of the prefecture of the Rhône.
