Stuttgart – The green-black coalition wants to finance 220 additional jobs with the supplementary budget – but what are they actually needed for? The biggest chunk are the 125 teaching positions that should be eliminated and are now being financed due to Corona and learning gaps. In addition, there are costs for the formation of a government: The newly created Ministry for State Development and Housing will receive 36 jobs. There are 59 positions left. Originally, the ministries wanted to create significantly more new posts. According to reports, the two green departments for science and transport in particular had much greater wishes. But in the budget commission, the list was cut by another 20 characters.
According to dpa information, the Ministry of Health was granted twelve new positions by Manne Lucha (Greens) to strengthen the public health service, which is heavily burdened in Corona times. Science Minister Theresia Bauer (Greens) is allowed to create ten professorships in the Competence Center for Artificial Intelligence. The Ministry of Transport from Winfried Hermann (Greens) receives two new posts for noise protection, two for the Stuttgart 21 rail project and two for the development of new tariff offers in local public transport. The CDU-led Ministry of Agriculture will be given five posts to promote the expansion of wind power in the state forest.
600 jobs created in the last legislative period
The State Ministry of Prime Minister Winfried Kretschmann (Greens) will also receive three posts to keep an eye on the new department – in a so-called mirror presentation. The finance ministry of head of department Danyal Bayaz (Greens) can look forward to 5.5 additional positions. 3.5 digits are retained that should actually be omitted. In addition, one is reserved for dealing with green bonds (climate bonds), another is also supposed to keep in touch with the new building ministry.
According to reports, the cost of forming a government in the supplementary budget is estimated at 9 million euros. To finance the positions, the ministries have to make a savings contribution – a total of 10 million euros. But: The positions have to be financed on a permanent basis. And: Experience has shown that every position in the ministries causes extra work in lower authorities, where new positions then have to be created.
Grün-Schwarz created 600 positions in the ministries in the last legislative period, increasing the apparatus to a total of 3800 positions. Grün-Rot had created 300 new posts in the five years before. Only: That was before Corona, when tax sources were still gushing. Now there are big gaps in the budget because of the pandemic.
