According to iPhonesoft’s claim, three iPhone models will not be updated to iOS 16. The report also states that iOS 16 will require at least the A10 Fusion processor.
The iPhone models that are claimed to not be able to receive the iOS 16 update are as follows:

It is also claimed that iPadOS 16, which is expected to be released with iOS 16, cannot be installed on iPad devices such as iPad mini 4, iPad Air 2, iPad (5th generation), iPad Pro (2015).
