The Head of Government, Aziz Akhannouch, issued a circular providing for the implementation of the “Awrach 2” program, which aims to create 250,000 direct job opportunities over two years, within the framework of general temporary small-scale projects and large-scale, after the positive assessment achieved by the “Awrach” program for the year 2022.
This program is part of the government’s integrated policy on employment, which takes into consideration the different age groups and regional specificities, supports those excluded from the labor market and facilitates their economic integration through innovative programs aimed at improving employability and strengthening the chances of professional integration at the territorial level, without qualification conditions, said a press release from the Department of the Head of Government on Monday.
These programs, specifies the same source, are carried out within the framework of partnerships between the ministerial departments, the public establishments, the local authorities and the territorial collectivities, as well as the companies of the private sector, noting that the government allocated to the program “Awrach » a budget of 2.25 billion dirhams for the year 2023.
The circular defined the components of the “Awrach 2” program, as well as the beneficiary categories, the advantages granted, the approach and the governance of the implementation of the program.
Thus, in accordance with the circular, the “Awrach 2” program consists of two components. The first part, relating to temporary general projects, is spread over an average period of around 6 months and targets people facing difficulties accessing the labor market, as well as people who have lost their jobs due to the pandemic. The second component is related to projects for the support of sustainable integration, which particularly target people without qualifications, who are employed by companies, cooperatives, associations and small businesses whose turnover annual business does not exceed 10 million dirhams over the past 3 years, through the hiring of job seekers who have not been declared to the National Social Security Fund for more than 6 months.
The “Awrach 2” program has offered a series of advantages to the beneficiaries of the provisional general worksites, which can notably benefit from supervision within the worksite in order to develop their skills and aptitudes, capacity building training in order to improve the chances of professional integration (technical and life) within the framework of the involvement of all the ministerial departments concerned and the affiliated training establishments, in addition to obtaining at the end of the project a certificate from the employer in order to increase their chances of subsequent professional integration within the framework of similar economic activities, underlines the press release. The State pays for remuneration, training, as well as the employer’s share and insurance against accidents at work for social coverage.
The program also offers other benefits to beneficiaries of sustainable integration support projects. Thus, people without qualifications and hired by companies, cooperatives and associations will be integrated for a period of at least 12 months and will benefit from a strengthening of their skills through qualifying training financed by the State within the framework of employment promotion programs.
The State will also grant employers an incentive grant to stimulate employment in the amount of 1,500 dirhams per month, for a period of 9 months for each integrated beneficiary.
Beneficiaries of the “Awrach” program in its two components will also be able to benefit from a monthly income at least equal to the minimum wage for the duration of the project, as well as social security coverage including family allowances in accordance with the laws and regulations in force. , the statement added.
Under the circular of the Head of Government, the strategic commission will ensure the definition of the quota of each region, province and prefecture of the total annual number of beneficiaries of the “Awrach” program in its two components, notes the press release, noting that a share of 20% of the overall number of priority projects at the national level, will take into consideration the positive impact on the population and its environment and the impetus of the objectives of public policies in terms of health, education, territorial development, empowerment of women and promotion of categories with specific needs.
The Head of Government called on the members of the government to take the necessary measures for the implementation of the provisions of this circular, through the mobilization of the external services of the ministerial departments and the public establishments under supervision, in order to bring the supervision and logistical support guaranteeing the successful completion of these projects, concludes the press release.
