Autonomy, the government rejects the opposition’s motion: protest with tricolors and Mameli anthem

Brawl in the Chamber, after the vote with which the united opposition motion on differentiated autonomy was rejected. From the opposition benches, the deputies showed the tricolors and sang the Mameli anthem.

The motion, rejected with 155 no, 124 yes and two abstentions, was presented following the partial rejection of the Calderoli law by the Constitutional Court.

The government was asked to immediately interrupt the agreements being negotiated with the regions on ‘non-lep matters’ and to dissolve the Committee for determining the essential levels of benefits (Clep).

The Minister for Regional Affairs spoke on the issue in the Chamber Roberto Calderoli who on behalf of the government had expressed a contrary opinion to the opposition’s motion, announcing that “negotiations with the Regions that have requested Autonomy” will not stop. However, Calderoli specified, “it is my intention not to proceed to new negotiating tables until the ruling has been filed” by the Council.

Furthermore, the Northern League member continues, “I can only express a contrary opinion on the second commitment relating to the suspension of the activity of the Clep. I remember that it is in fact a technical-scientific body, with merely investigative functions for the purposes of determining the Lep”.

Meanwhile the Veneto of Luca Zaia sent a request to access the Civil Protection functions provided for by the differentiated autonomy.

“We have sent the Ministry a dossier of coherent and scrupulous requests – declared the Northern League governor – in line with the provisions of the Constitution and common sense. The main objective is to simplify and make the regional civil protection system more efficient, for the benefit of citizens in the field of prevention, management and overcoming of emergencies, the proposal provides that the President of the Region can issue ordinances aimed at overcoming the emergency at regional level in analogy to what is currently carried out by the Head of Department of the Civil Protection”.

“What we aspire to – concludes Zaia – is a simplification of the emergency management mechanisms at a regional level so that the answers are given by the link in the decision-making chain closest to the citizens and most connected to the territory”.

The newly elected president of Emilia Romagna is in the opposite direction Michele De Pascale who on autonomy advises “everyone to stop”. Indeed, “I will fight – he continues – for us to stop. I will not be among those who are plus one.” De Pascale links the recent ruling of the Consulta to the low turnout in the vote last Sunday and Monday. “I am worried about a Republic that wants to continue to centralize functions on an institutional level which then has the lowest levels of participation,” he says.

The opposition, stopped by the vote in the Chamber, still demands that she be the prime minister Giorgia Meloni to report on the words of his minister Calderoli. “I will take into account the guidelines of the sentence”, and then “the opposition will be silent and I hope they will be silent forever”, the Northern League member had said. “The ruling of the Consulta reaffirms, among other things, the centrality of Parliament in decisions on differentiated autonomy”, added the M5S group leader, Stefano Patuanellijoining the request of his colleague from the Democratic Party. Along the same lines, the group leader of IV, Enrico Borghiwho requested the convening of an urgent group leader because “it is necessary to restore a situation of respect in this Chamber, as in the country”.

“We ask you to stop – the request of the M5S president Giuseppe Conte to the government – ​​. Stop with this unfortunate and messed up project. This project would have the effect of impoverishing already impoverished areas and destroying those at risk of depopulation. Why did you get stuck with this project? It’s a project that the Constitutional Court destroyed, but you are pretending nothing happened. You’re whistling. But have you read the statement from the Consulta?”, he concludes.

While for the exponent of Avs Filiberto Zaratti, “the law on differentiated autonomy is dead and buried”. “You have received slaps from the Court and from the country”, he adds.
