“Judges are not representatives, we are applicators of the laws and guarantors of the rights established by the Constitution, we apply the laws that the people approve through their popular representatives,” he highlighted.

Each sentence, he added, is issued in accordance with the law and reflects the popular will that was expressed in the law or in the principles of the Constitution.

For this reason, he pointed out that judicial reform should not only be an exercise in administrative efficiency, but also an opportunity to strengthen the foundations of the rule of law and ensure that each citizen is guaranteed access to impartial and effective justice.

“If we are going to talk about constitutional reform of the Judiciary, we would have to be constructive, make a good diagnosis of where citizens’ problems really are when they come into contact with the justice system and support the institutions and matters that really need them” , he pointed out.

In that sense, the magistrate made it clear that “there is no justice without an independent judge.”
