ROME – The minister Roberto Calderoli moves forward on the differentiated autonomy in various matters already requested by the Northern Regions. Despite the harsh and clear response from the Foreign Minister Antonio Tajani on the matters within his competence (“There is no room for negotiation on cooperation, foreign trade and relations with the EU?”, he said), the Northern League minister starts discussions with Civil Protection, Economic Development and Economy for the non-Lep matters requested by Veneto, Lombardy, Piedmont and Liguria.

Calderoli’s objective is to quickly arrive at outlines of agreements between ministries and regions to then bring to the Council of Ministers for an initial evaluation before Chigi’s definitive green light and therefore the final vote of Parliament (which will first be able to express opinions giving directions on the agreement scheme). Far from long, as they hoped for in Forza Italia and, even without saying it explicitly, in Fratelli d’Italia. “There is a law approved, also with the votes of Forza Italia – reiterates the Northern League secretary and deputy prime minister Matteo Salvini – everyone can ask what they want, then in a parliamentary Republic it works as Parliament approves. If that law has been approved, we work with that law.” Calderoli, however, responded to Tajani’s letter by contesting some passages, such as the one on the violation of constitutional articles.

And on this front too the path is marked and has been confirmed by the Lep commission led by the constitutionalist Sabino Cassese.

We are moving towards a link to the cost of living and therefore to Leps differentiated by areas of the country: in this way there would be no redistribution of resources between the Northern Regions towards those of the South to guarantee the latter can guarantee at least the essential levels health, education and transport services.

At the meeting of the Cassese commission last September 25th, behind closed doors, documents were consulted which confirm the mechanism: in a nutshell, the Lep are linked to the Standard Requirements. We read in the documents on the table of the Cassese commission: “The Standard Requirements represent the real financial needs of an institution to guarantee a certain service based on the characteristics of the different territories, climate, cost of living and the socio-demographic aspects of the resident population” .

Here is the link that will lead, given the circumstances, to Leps differentiated by territorial areas. The cost of education could be lower in the South, paying teachers less, the same goes for healthcare and doctors. With consequent lowering of the level of services. But in this way, in some areas of the South, the resources already provided by the State and the Regions could be sufficient.
