In preparation for the second wave of fires, which begins in mid-late July, the authorities have reduced the control zones that are usually not extinguished, as well as increased monitoring and attracted new employees. Alexander Zakondyrin, chairman of the Public Council under the Ministry of Natural Resources of the Russian Federation, spoke about this in an interview with URA.RU. At the same time, according to him, it is completely impossible to prevent fires.
“Almost recently, two things have changed: we have greatly reduced the so-called zones of control, these are territories that are usually not extinguished. These are hard-to-reach places or if the estimated amount of extinguishing was more than the cost of the damage caused by the forest fire, that is, the cost of the forest plantations themselves. We had quite a lot of this kind of territory, more than 50% of the territory of the forest fund. We began to monitor and extinguish fires that do not fit the territory of settlements much more, we managed to achieve this by attracting an additional number of employees, an additional amount of equipment was purchased,” Alexander Zakondyrin said.

Also, to extinguish fires, the procedure for introducing an emergency mode (emergency situation) was simplified, which allows the regions to quickly attract federal agencies to help. “Now the procedure for the emergency regime, which is introduced in situations where forest fires start, has been simplified. The procedure was quite complicated, it was necessary to go through a lot so that in the event of a fire, we would begin to respond, to spend federal efforts for this purpose. Now it’s all simplified and practically in manual control mode, online, when a really difficult fire situation arises in one of the regions, the federal firefighting forces switch there, the grouping increases, additional equipment is transferred, ”he said.
However, no effort will be able to prevent fires completely. “Unfortunately, natural forest fires happen every year. We must be ready. In any case, a certain amount of territory will be covered by fire, and we must promptly localize this at the point of reduction in the volume of this territory in order to ensure the normal life of the citizens who live in this territory, ”Alexander Zakondyrin is sure.
