Bulgaria could be sanctioned with about BGN 2 billion for improperly spent funds under the Operational Program “Environment” (OPE). This was explained by the former Minister of Ecology Emil Dimitrov – Revizoro, regarding the investigation for abuses under the program by the European Prosecutor’s Office, headed by Laura Coveschi, on BTV.
The investigation began after a signal from Dimitrov, who took over the department after the removal of Neno Dimov. According to Dimitrov, he has received data on abuses under OPE throughout 2020.
By Regarding the bonuses in the department, Dimitrov explained that they have been distributed every quarter since 2007. In his words, “this is the smokescreen.”
He said that a group of companies have used almost all the money for a specific activity OP “Environment”. “This is a group of companies of two former ministers who have” adopted “the program. The money is received through consulting companies and is divided along the chain, “Dimitrov explained.
The former Minister of Ecology pointed out that according to his inspection, it is about BGN 200 million.
“When the signal came to me in January, I contacted the chief prosecutor and Prime Minister Borissov and he told me: ‘Immediately send to the prosecutor’s office and all involved officials, mayors, party members to bear the consequences,'” he added.
Dimitrov pointed out that he had fired the director and deputy director of the program. According to him, Koveshi will investigate this scheme. Dimitrov blamed the actions of the official cabinet and pointed out that the line minister Asen Lichev had reinstated the removed directors – as deputy ministers.
“The caretaker minister – Mr. Lichev, did the unthinkable to fail his employer – the president. He fired many more directors than I did in a year and a half, at the request of the prosecution. He fired 100% of the directors of all Basin Directorates, now he will go to the RIEW. He introduced a new genre – retired fiction, “said the former eco-minister.
Regarding the draft cabinet of “There are such people”, Dimitrov said that the lack of a proposal for Minister of Environment and Water is due to the refusal of a person. “Five people from the official cabinet were offered, only one agreed. He explained that a large part of the funds under the Reconstruction and Development Plan are related to ecology and that is why it is important to have a competent person at the head of the department.
