Aube in enhanced surveillance, what does that change?

Prime Minister Jean Castex announced this Thursday, March 4 that the Aube department would be placed under enhanced surveillance, following the increase in contamination.

Aube, department in which the incidence rate of the virus is progressing, (266.5 cases per 100,000 inhabitants according to the ARS dated March 4) joined the list of 20 departments in France where the evolution of the virus is considered “worrying”. They are placed under “enhanced surveillance”, said the Prime Minister Jean Castex on Thursday March 4. Consultation between the prefects and elected officials of these departments must take place to determine the most appropriate responses.

In 20 departments, the virus has continued to progress, with the exception, however, of Bouches-du-Rhône and Moselle where there is an ebb and it will be necessary to check whether it is sustainable. In these 20 departments, the increases recorded lead to the incidence levels exceeding for most of them the threshold of 250, and for two departments the threshold of 400: these are the Alpes-Maritimes and Pas -of- Calais. The incidence rates range from 217 for Meurthe et Moselle to 342 for Paris and the departments of the inner suburbs“.

He adds that “three other departments, Hautes-Alpes, Aisne and Aube have experienced such growth in the past week that they have crossed the threshold of 250 per 100,000 and are therefore added to the list of 20 departments placed under enhanced surveillance“The wearing of a mask in the Aube, has also been made compulsory in many municipalities since March 3.

  • Large shopping centers or large commercial areas, over 10,000 m2, and only 20,000 m2 as up to now, will be closed.
  • The obligation to wear a mask will be extended to all urban areas of these departments where it does not yet apply.

The Prime Minister also urged the inhabitants of these departments to reduce social and family contacts. “We had made this type of recommendation for the end of the year celebrations, and it had a real impact. No more than 6 people on the occasion of convivial or family moments. We know that it is often there that the transmissions are taking place. I ask you – really – to observe this rule of caution over the next few weeks“.

Second recommendation, the inhabitants of the 23 departments concerned are invited not to leave, as much as possible, their department (or their region in the case of Ile-de-France departments). “It is a request of simple common sense: the virus strikes in a still unequal way the various parts of our territory, let us avoid diffusing it where it remains still of less intensity “.

These more favorable local situations are, according to the Head of Government, still very fragile and “make it impossible to consider territorial easing measures, all the more so as strong and sudden increases can be observed in departments which have hitherto been rather unspoiled “.

Implementation on the evening of March 5 at midnight

The prefects will also be invited, in consultation with the mayors concerned, to prohibit or regulate access to certain sites which are very busy during the weekends, “where we observe mass gatherings, too often without mask or distance. I obviously understand the need to go out and get together, especially with the return of the sunny days, but the images we saw again this past weekend in some big cities, including Paris, are just not reasonable.“, warned Jean Castex.

“For consistency, the prefects may have to prohibit events organized in public space, especially during weekends, when they present a proven health risk with regard to their organizational conditions”, continued the Prime Minister. These provisions will come into force this Friday evening at midnight. “We are also going to accelerate significantly and from this weekend the vaccination in these 23 departments “.
