REGGIO EMILIA – From Thursday 1 October the traffic restrictions in Emilia Romagna return to limit air pollution. The measures envisaged by the Region, and activated on the urban area with a specific ordinance by the Municipality of Reggio, will remain in force until March 31, 2021. From January 11, however, new restrictions will be introduced which will remain in force until the end of March.
The restrictions from October 1st to January 10th
No traffic from Monday to Friday from 8.30 to 18.30 and on all Sundays for the following vehicles:
– petrol Euro 0 (pre Euro) and Euro 1
– diesel Euro 0, Euro 1, Euro 2, Euro 3
– commercial diesel Euro 0, Euro 1, Euro 2, Euro 3
– Euro 0 mopeds and motorcycles
In the event that the bulletin issued by Arpae should activate the state of emergency (smog alert), the Euro 4 diesel vehicles must also stop. Arpae will carry out the measurements every Monday and Thursday, thus triggering the emergency limitations – in case of overrun 10 pm for at least 3 consecutive days – already from the following days, i.e. from Tuesday and Friday respectively, and until the 10 pm returns within the limits, as per subsequent checks.
The driving ban is suspended on Sundays 1 November, 20 and 27 December, 3 January 2021 and also on midweek holidays of Tuesday 24 November (San Prospero), Tuesday 8 December, Friday 25 December, Friday 1 January.
The limitations from 11 January to 31 March
In addition to the prohibitions introduced in the first period, from 11 January, the traffic stop is also added for the following vehicles:
– Euro 2 petrol vehicles,
– Euro 4 diesel vehicles,
– Euro 1 mopeds and motorcycles,
– petrol / methane and petrol / lpg vehicles Euro 0 and Euro 1
In this period, when the smog alert is triggered due to the overcoming of pollutants, Euro 5 diesel vehicles will also have to stop.
The permanent limitations
For the entire period from 1st October 2020 to 31st March 2021, the use of wood biomass (wood, pellets, wood chips, other) for domestic heating in real estate units equipped with multi-fuel heating is also prohibited throughout the municipal area (in the presence of therefore of an alternative heating system):
– in heat generators with emission performance class up to and including 2 stars until January 10, 2021 and up to 3 stars included from January 11, 2021
– in open hearths or which can operate open.
It is also mandatory to keep domestic heating up to a maximum of 19 ° C (with exceptions for schools, hospitals, nursing homes, sports venues; and 17 ° C in places hosting industrial and craft activities) and any form is prohibited. combustion outdoors (vegetable residues, bonfires, barbecues, fireworks …). Furthermore, the spreading of livestock slurry is prohibited.
To ensure compliance with the provisions, checks will be intensified on the entire urban area by the municipal police with sanctions for non-compliance.

Lazzaro (with access from the route via Bocconi / via Cocconcelli – via Pasteur – viale Amendola – via Doberdo ‘); Foro Boario (from the North Ring Road – via Nicolo ‘Copernico – via XX Settembre); piazzale Europa, also known as the CIM car park – Mobility Interchange Center: on the route via del Partigiano / via dell’Aeronautica – via Agosti – via Ramazzini; Flight in Largo Giambellino: on the route via Hiroshima / Chopin – via F.lli Cervi; Sundial of via Kennedy: on the route via Hiroshima – via Kennedy; Le Querce in via Muzio Clementi: on the route via England – via Francia – via Mercadante; piazzale Funakoshi on the way via Bocconi / via Cocconcelli – via Pasteur – viale Amendola; piazzale Atleti Azzurri d’Italia: on the way via Morandi – via Meuccio Ruini – via Gramsci-via Duo.
Through the crossing corridors it is also possible to reach the Santa Maria Nuova hospital.
Main exemptions
The following are excluded from the driving ban, as indicated by the Pair:
• vehicles with at least 3 people on board (car pooling) if approved with 4 or more seats, and with at least 2 people on board, if approved with 2 seats (including mopeds and motor vehicles);
• electric and hybrid vehicles equipped with an electric motor;
• vehicles powered by petrol / methane and petrol / lpg;
• electric mopeds and motorcycles;
• vehicles for special use and specific transports, as defined by article 54 of the Highway Code (list available on the website www.comune.re.it)
• construction site vehicles used in the reconstruction of the May 2012 earthquake;
• vehicles used by blood donors on the day of collection only for the time strictly necessary from / to the collection facility;
• vehicles directed to schools to accompany pupils from nursery schools, nursery schools, elementary and lower secondary schools, upon entry and exit, with a certificate of attendance or self-certification indicating the time of entry and exit, limited to 30 minutes before and after this time;
• vehicles for the universal postal service or in possession of a license / ministerial authorization;
• vehicles belonging to people whose Isee is below the threshold of 14,000 euros, who do not own vehicles excluded from the limitations, within the limit of one vehicle per family unit, and regularly registered and insured, and equipped with self-certification;
• vehicles with test circulation authorization (Dpr 474/2001);
• hearses and accompanying vehicles;
• vehicles for inspection as long as they have documentation certifying the booking;
• vehicles for regularly authorized events and vehicles for commercial operators entering or leaving the stands of the weekly markets or fairs authorized by the municipal administration;
• vehicles serving people residing in hotel-like structures located in the delimited areas, exclusively to arrive / depart from the structure itself, with a reservation, or by sending to the Municipal Police Corps, in the following ten days, a specific certificate endorsed by the structure receptive, or a copy of the invoice showing the owner and the vehicle license plate issued by the aforementioned structure, provided that it is located within the Municipality;
• trucks of category N2 and N3 (trucks with a maximum mass exceeding 3.5 tons) limited to transit from the operational headquarters of the company owning the vehicle to the roads excluded from the prohibitions and vice versa.
