About two weeks ahead of the Lunar New Year holiday, the nationwide courier union will go on a general strike indefinitely from the 29th. Just six days after the courier labor and management agreed on the issue of sorting responsibility to prevent overworking of courier workers, the union declared a full strike, saying that courier companies were delaying their responsibility for sorting. During the Lunar New Year holiday, when parcel delivery volumes are exploding, some delivery disruptions are expected as the burden of delivery drivers who do not participate in the strike increases.

The courier union held a press conference in front of the headquarters of Hanjin Courier in Jung-gu, Seoul on the afternoon of the 27th, and claimed that the courier companies were still entrusting the sorting work to the courier operators at branches and branches, breaking the agreement on measures against overwork. On the 21st, the government and the courier industry labor and management signed the first agreement stating that the parcel sorting work will be excluded from the scope of the basic work of courier workers, and that the management will employ a dedicated manpower.

However, the union insists that couriers are no longer putting in additional manpower other than the sorting manpower they promised to put in last October. After 16 courier workers died of overwork last year, demands to improve the working environment struck. The parcel delivery union held a vote for or against the union members’ industrial action on the 20th-21st, before the settlement of the social consensus mechanism agreement, and obtained the result of the strike.

The courier companies that have heard the strike declaration are saying, “We have not breached the agreement, and we announced that we will be putting in the sorting manpower we promised earlier, and we are doing it according to plan, but we are suddenly declaring a strike and are embarrassed.” An industry insider said, “For the problem of sorting, the government also said that the courier companies are providing support for the cost of installing automated facilities, and the courier companies are also making plans, and it is too unilateral to come up with additional countermeasures.”

The Korea Integrated Logistics Association, which represents the courier companies, also said, “According to the agreement, the sorting manpower promised will be put in until March, and if the courier operator performs sorting work, it will provide a fee beyond the sorting support cost.” There wasn’t even one place,” he refuted.

As the general strike becomes a reality, business disruption in the parcel delivery industry is expected to be inevitable. An industry official said, “Because courier delivery is a network industry, if any place in the country is stopped, it will be affected overall. If a strike goes on, we are considering alternatives such as introducing direct manpower.” Another industry official said, “We decided to add support personnel by setting the 20th of next month as a special management period for the Lunar New Year holiday.”
