Mexico City. At the suggestion of President-elect Claudia Sheinbaum, the Morena faction in the Chamber of Deputies agreed not to rush approval of the reform to the Judicial Branch of the Federation and to comply with the entire legislative process, so the discussion in the plenary would begin on Tuesday, September 3 and not on Sunday, September 1, as proposed by the group’s coordinator, Ricardo Monreal Ávila.
Sheinbaum also noted that “there should be no nervousness among investors or markets” regarding the reform.
“If we make a list of the releases that the Judiciary has made of organized crime criminals, investors will understand how delicate the Judiciary is that we have today and why we want to strengthen it, so that it represents the people of Mexico,” added Sheinbaum.
Last Friday, Monreal declared Morena’s intention to begin the debate on the reform on September 1, after the session of the General Congress that opens the period of ordinary sessions. Today, in a press conference in the context of the plenary meeting of the party, Monreal responded to a specific question: “what the president-elect has suggested to the parliamentary group is to be careful throughout the entire procedural stage, not to violate any procedural stage, not to rush, to strictly observe the law.”
It is, he said, a suggestion that seems correct to me.
He added that even if an ordinary session is called after the General Congress, “it does not mean that it will be approved on that day. It means that the legislative process can begin on that day and we will set the deadlines for the publication (of the opinion), the deliberation and the discussion in general and in particular.”
There will be a broad debate so that citizens are aware of the content of what is going to be approved, he added.
Morena deputies explained that even though there is already a ruling, it must be forwarded by the New Board of Directors to committees, which will not yet be formed by that day. And the New Political Coordination Board must agree on the agenda of the session where the issue is discussed.
Leonel Godoy stated that his position is that the ruling begins to be discussed on Tuesday the 3rd.
Sheinbaum also said that the fall of the peso against the dollar is not due to this reform.
“What has happened with the peso has nothing to do with judicial reform. It may be an influencing factor, but it is not essential. It is an international problem. It had to do first with the United States’ announcement regarding unemployment and then, in a significant way, with the increase in the rate in Japan.
There are international aspects that are affecting the peso,” he said.
The President-elect stressed that there are those who want to attribute this fact to the reform, but “what we have said is that there should be no problem for investments in Mexico. Investments will be protected, and with a better judiciary there will be more rule of law.”
