The pension should be such that it is enough not only for housing and communal services, but also for travel. So the doctor of economic sciences Asylbek Ayupov commented Vesti.kg the permission of the Constitutional Court not to raise pensions to the subsistence level.
“The state exists for that, to solve problems of a social nature,” he said. Its main goal is to improve the welfare of the population. Pensions are one of its components. You can’t get away from this. How many different private foundations were there? Now I do not hear about their effective work.
The economist commented on whether the situation of the population’s dependence on state benefits and pensions will change in the next 10-15 years.
“It’s a long time,” he remarked. – If during this time the economy becomes many times larger, then the deductions to the state will become higher. With the growth of incomes of the population, payments to the budget will increase, this will lead to an increase in pensions. We really need to have enough pensions not only for housing and communal services, but also for travel. So that the quality of life with access to a well-deserved rest is the same as during active work. That is the purpose of the state. It must constantly think about how to improve the lives of citizens.
In addition, Ayupov answered the question of whether the Kyrgyz people are able to independently cover their financial needs in old age with the help of investments.
– From what income should we invest? he asks. – God forbid to live to pay. Therefore, there is no need to wait for mass investment. Of course, there are individual citizens who can provide for themselves in retirement by renting out apartments or, for example, agricultural machinery. However, official statistics show that about 35 percent of the population of Kyrgyzstan is below the poverty line. So the real figures are even higher! From what then income to invest? If we move away from relying on the state in the issue of pensions, such a state is worthless.
At the end of the conversation, the doctor of economic sciences shared a recipe for high pensions for the republic.
“The first question is the shadow economy,” he said. “It is extremely large for us. The tenevik, in fact, leaves the law, does not share with his fellow citizens. Therefore, the shadow sector must be fought. The second challenge is job creation. The more of them, the higher the income of the population. From this, revenues to the budget are growing and, as a result, pensions will grow. The entrepreneurs will do the rest.
To clarify, today, April 20, the Constitutional Court gave an official interpretation of Article 44 of the Basic Law. It turns out that the size of pensions, benefits and other assistance depends on the state of the economy and the capabilities of the state. Therefore, the pension to the subsistence level can not be raised.
