A spokesman for the Azerbaijani president told AFP that “a UN delegation arrived in Karabakh on the morning of the 1st” to assess humanitarian needs.
Nagorno-Karabakh is internationally an Azerbaijani territory, but the majority of its residents are ethnic Armenians. Armenian residents established a self-proclaimed republic in 1991, operated an army, and engaged in several armed conflicts with Azerbaijan.
When Azerbaijan launched an airstrike on the Nagorno-Karabakh area on the 19th, the autonomous forces that had defended the region by force for over 30 years virtually lost control to Azerbaijan.
After agreeing to a ceasefire, the autonomous forces are negotiating with the Azerbaijani government, which promises to guarantee the safety of residents in exchange for disarmament.
However, a mass exodus of Armenian residents, fearing racial persecution, continued.
The international community has raised concerns about the human rights situation in the region and the need for UN monitoring.
Accordingly, the Azerbaijani President’s Office announced on the 29th of last month that it plans to allow a UN expert group to visit within the next few days. However, some, including France, have strongly criticized Azerbaijan for allowing the UN visit only after a large number of residents had already fled.

The Associated Press reported that Azerbaijan issued an arrest warrant for separatist leader Araykh Harutunyan, who held the title of president in the region’s self-proclaimed Armenian republic from May 2020 to last month. Ruben Vardanian, who was previously the Minister of State, was arrested while trying to cross to Armenia at the end of last month.
On the 5th, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Panishan will meet in Granada, Spain. They plan to discuss ending hostilities through Western mediation.
The two countries have fought three wars over the past several decades. There were several rounds of negotiations mediated by the European Union (EU) and the United States, but no breakthrough was found.
