Jakarta, CNBC Indonesia – The government, in this case the Downstream Oil and Gas Regulatory Agency (BPH Migas), has emphasized that in the future luxury vehicles will no longer be able to purchase Special Assignment Fuel Oil (BBM) such as Pertalite.
Currently, the government is currently working on a revision of Presidential Regulation (Perpres) Number 191 of 2014 concerning the Supply, Distribution and Retail Selling Price of Fuel Oil (BBM). At the same time, the government and PT Pertamina (Persero) are formulating technical instructions for purchasing Pertalite type fuel.
This is done so that the distribution of Pertalite type fuel for the consumption of a million people in Indonesia can be more targeted. Well, in the revision of this rule, it is reported that luxury cars will no longer be allowed to consume Pertalite type fuel.
BPH Migas Committee member, Saleh Abdurrahman explained that since Pertalite was designated as JBKP, the volume of Pertalite has been set at 23.05 million Kiloliter (KL) this year.
Not only quotas, the price of Pertalite is also regulated by the government, which until now the price is still being held so that it has a large gap compared to its economic price.
So. “It is also logical that luxury cars use non-subsidized fuel. Non-subsidized fuel is also cleaner and environmentally friendly,” Saleh told CNBC Indonesia, Tuesday (31/5/2022).
Meanwhile, the Director of BBM for BPH Migas, Alfon Simanjuntak, said that the proposed technical guidelines and criteria for purchasing Pertalite had been submitted to the Ministry of Energy and Mineral Resources.
According to him, his party is currently waiting for the proposal that has been submitted to the Ministry of Energy and Mineral Resources. However, he has not been able to reveal the criteria for the recipients of the Pertalite subsidy that will be regulated.
“All proposals have gone up, BPH is waiting. We can’t share it yet,” he told CNBC Indonesia Friday (27/5/2022).
Suggestion! Only motorbikes and transportation services are eligible to buy Pertalite
The National Energy Council (DEN) previously proposed that the purchase of RON 90 or Pertalite fuel oil (BBM) is only intended for motorcycles and goods transportation. This is done so that the use of fuel for this million people can be reduced.
The reason is, since the price of RON 92 or Pertamax fuel to Rp 12,500 per liter, people have started to switch to using Pertalite type fuel. As a result, the Pertalite fuel quota that has been set by the government this year has the potential to collapse.
Secretary General of the National Energy Council (DEN), Djoko Siswanto, assessed that the government needs to formulate a simple policy related to the new rules regarding technical guidelines and criteria for those who are entitled to purchase Pertalite fuel. For example, the purchase of Pertalite could be intended for motorcycles and goods transportation.
This is done so that implementation in the field can be carried out. With these simple rules, Public Fuel Filling Station (SPBU) officers can easily identify anyone who has the right to buy Pertalite fuel.
“For example, only for motorbikes, gas stations can be distinguished from yellow plate public transportation. It is also impossible for gas station officers to check whether these contain basic necessities,” said Djoko at the CNBC Indonesia Energy Corner, Monday (30/5/2022).
According to Djoko, of the total quota of Pertalite type fuel set by the government, at least 60% is consumed by two-wheeled vehicles. This means that if Pertalite’s fuel products can be devoted to motorized vehicle users, Pertamina’s burden will be reduced.
“Cars, I think people can afford to buy gasoline, Pertamax, if motorbikes are not as economical as cars, so it’s natural. Public transportation is for the people, so that’s all for implementation on the road,” said Djoko.
Djoko assessed that the discussion on the criteria for who has the right to buy Pertalite fuel had been a topic of discussion for a long time. However, its implementation to date is still zero.
Meanwhile, Member of Commission VII DPR, Mulyanto said that there was a proposal to limit the circulation of Pertalite BBM which currently has a status as a Special Assignment Fuel Type (JBKP) through a clustering system. This is done so that the distribution and distribution of fuel for the community can be more targeted.
Through this cluster system, later those who are entitled to buy Pertalite gasoline at gas stations, for example, are users of two-wheeled vehicles or public transportation vehicles.
“I, together with BPH Migas and Pertamina, did a socialization, so this came up regarding the proposal, one of which we implemented was a cluster. That is specifically for vehicles that are entitled to use Pertalite, namely motorbikes, public transportation immediately gives a limit of only Pertalite. Meanwhile for Pertamax, it’s free,” he said.
