Assembly approves $519 million for the National Directorate of Public Procurement –

The Legislative Assembly approved with 56 votes in favor Decree No. 36 of the Finance and Special Budget Commission reforming the General Budget Law of the Branch of the National Directorate of Public Procurement (DINAC) to incorporate an additional $519,592 dollars. The reform increases the DINAC budget for 2024, which was initially $8 million according to the Budget Law approved in December 2023; With this, the total budget of the DINAC for the year 2024 reaches $8 million 519 thousand 592, destined to finance the “Modernization and Institutional Development Program for Citizen Protection.”

Origin and objectives of the funds

The $519,592 incorporated comes from Loan Contract No. 2240 signed with the Central American Bank for Economic Integration (CABEI). This loan was originally approved on July 6, 2021 for a total amount of $109 million to finance the “Citizen Security Institutions Modernization Program.” However, through Legislative Decree No. 76 of August 20, 2024, the name was modified to “Modernization and Institutional Development Program for Citizen Protection”, and designated DINAC as the executing agency.

The objective of the additional funds is to strengthen DINAC for the formation of the Executing Unit of the Institutional Modernization Program. The resources will be used for the acquisition of furniture and computer equipment, rental of premises, hiring of consultancies, stationery and office supplies, among other expenses related to the establishment and operation of said unit.

Budget increase

The reform creates a new Budget Unit called “Modernization and Institutional Development Program for Citizen Protection”, with Work Line 01 of the same name. The assigned Budget Code is 2024-0557-1-03-01-22-3, indicating that the funds come from External Loans.

The $519,592 in Capital Expenses are established as a total of $167,203 are allocated to the Acquisitions of Goods and Services, $272,500 for Financial and Other Expenses, and $79,889 for Investments in Fixed Assets. Also, a new public investment project is incorporated with code 8790, titled “Institutional Strengthening – Executing Unit, CABEI 2240”. This project has a physical goal of 100% progress, its geographical location is San Salvador, and its completion date is scheduled for December 2024.

The initial budget of DINAC corresponded to the Institutional Management and Administration, with an allocation of $6 million 169 thousand 315; and to the Management of the National Public Procurement Operation, with $1 million 830 thousand 685.
