ASML Cancels China Shipments at US Request: Economic Daily

According to a statement on ASML’s official website, the Dutch government has revoked some shipping licenses for NXT:2050i and NXT:2100i, affecting a small number of customers in mainland China. The company does not believe the matter will affect its financial prospects.

People familiar with the matter said that ASML had obtained permission to export three top-level deep ultraviolet lithography equipment (DUV) to Chinese companies, but U.S. officials contacted ASML and asked them to stop shipments immediately.

Biden is severely blocking mainland China from developing its own advanced semiconductor industry and is working with allies to prevent mainland China from acquiring imported technology. According to people familiar with the matter, U.S. National Security Advisor Sullivan called the Dutch government late last year about the matter. Shipments of a limited number of machines, which can cost tens of millions of dollars each, were canceled following the U.S. request, but it’s unclear exactly how many machines were involved.

The United States’ pressure on ASML began in 2019, when the Trump-led administration prompted the Dutch government to issue a ban on the sale of ASML’s top-level extreme ultraviolet lithography equipment (EUV) to mainland China. ASML is the only company in the world that produces this technology.

Subsequently, driven by the Biden administration, the Netherlands further strengthened export controls on mainland China last year, restricting the export of DUV machines, the second largest advanced product series provided by ASML, from January 1. China has been stepping up its efforts to stockpile these equipment.

Chinese customs data show that between July and November, imports of lithography equipment from the mainland surged more than fivefold, reaching US$3.7 billion. As Chinese companies rushed to import ASML machines before export controls took effect, China accounted for nearly half of ASML sales in the third quarter, a much higher rate than the 24% in the previous quarter, which was 8%.

ASML’s outgoing CEO Peter Wennink told investors in October that the new restrictions would affect as much as 15% of the company’s sales in China. Wen publicly opposed the measures and warned that they could incentivize mainland China to develop competing technologies: “The more pressure you put on them, the more likely they are to redouble their efforts.”
