ASCE-LC: the Orientation Council now operational

– Have taken an oath before the Constitutional Council.

By decree of November 18, 2023, the Council of Ministers appointed three (03) Members of the Orientation Council of the Higher Authority for State Control and the Fight against Corruption (ASCE-LC). The adoption of this decree thus enabled the State to comply with the provisions of organic law n°082-2015/CNT of November 24, 2015 relating to the attributions, composition, organization and functioning of the Higher State Control Authority. and the fight against corruption. Among the persons appointed, we note Aïssata Diallo on behalf of the National Financial Information Processing Unit (CENTIF) and on behalf of the public sector; Me Siaka Niamba on behalf of the Bar Association and on behalf of the private sector, and Boureima Ouédraogo on behalf of the organizations and associations of journalists working in the field of the fight against corruption and on behalf of civil society.

Before taking office, the new members of the ASCE-LC Orientation Council had to take an oath before the Constitutional Council. This has been done since Friday November 9, 2023 in the courtroom during a solemn hearing dedicated to this purpose. The three people then solemnly swore to fulfill their functions well and faithfully with complete independence, integrity and impartiality, in a dignified and loyal manner, to strictly keep the secrecy of the deliberations and to strictly comply with all other obligations to which they are subject. The now members of the Orientation Council in question will be required, among other things, to give the main orientations, the program of activities, the salaries and benefits provided to the members and agents of the institution, the recruitment of the state controller general … a mission of which those concerned have fully appreciated. “We are certainly in the background, but we have to make major decisions to allow the ASCE-LC to work well as we wish and above all in the interest of the Burkinabe people. We know that this is a very heavy task that awaits us and we hope to be able to accomplish this mission,” said Me Siaka Niamba, their spokesperson.

After the swearing in of the three newly promoted, Barthélémy Kéré, the President of the Constitutional Council, recalling that the professional and moral qualities of the three members certainly prevailed in their choice, also insisted on the role of this ASCE entity- LC. “Madam and Gentlemen, members of the Orientation Council, remember that this choice commits you and that you have no right to betray this trust. The important missions entrusted to you by article 33 of organic law n°082/2015-CNT of November 24, 2015 relating to the attributions, composition, organization and functioning of the ASCE-LC make you the driving force of this institution,” -he affirmed.
