The dialogue between Moscow and Washington on strategic stability is unlikely to resume in the foreseeable future in the same format. This was stated on the sidelines of the IX International Scientific Expert Forum “Primakov Readings” by Deputy Foreign Minister of the Russian Federation Sergei Ryabkov.
Ryabkov said that Russia has received a document that outlines a whole series of wishes or expectations of Washington, “what it would like in this area with us, what they are seeking, what they are striving for,” but noted that unilateral concessions from the Russian side are excluded.
“If such a decision is made in favor of the answer [России на предложения США о возобновлении диалога], then our American colleagues are unlikely to see in our response anything that will seem like a step towards them. Unilateral concessions from the Russian side are certainly excluded,” – he said.
He believes that returning to the past is impossible.
“I don’t think that the dialogue will resume in the foreseeable future in the form in which it was practiced until the moment when the United States unilaterally interrupted it… a lot of negative things have happened, and on a scale that undermines and erodes the very basis for political dialogue on a large scale, issues of a long-term nature,” he said.
Responsibility for this lies with Washington, Ryabkov emphasized.
