This article examines the current state and prospects of Artificial Intelligence (AI) in Latin America and the Caribbean, analyzing the ethical governance framework and the challenges for its effective implementation.
After presenting a context on the relevance of AI as a driver of the fourth industrial revolution and its potential economic impact in the region, the ethical principles and international recommendations on the governance of AI are addressed, and the frameworks developed by the OECD, UNESCO and the AI Act of the European Union, the first binding regulatory framework on the matter.
The analysis advances towards the Latin American vision, examining the initiatives reflected in declarations such as the Montevideo declaration and the Ethical AI Roadmap for Latin America and the Caribbean 2024-2025. Through a comparative analysis, areas of consensus and divergence between international and regional approaches are identified, highlighting the particularities of the Latin American context. And the current challenges are delved into, among which aspects of infrastructure, human talent, model training, linguistic representation and capabilities stand out.
Finally, gradual and adaptive approaches are proposed for the adoption and ethical use of AI as a catalyst for the future of the region.
