However, this information was revealed to be false through Suwon City’s rebuttal press conference on the 31st, and Suwon City Transportation Safety Director Kim Ji-wan said, “The facts were misrepresented as if Suwon City and Gwanggyo residents had agreed to the establishment of Migeum Station.” He strongly criticized the statement, saying, “The opposing claims are different from the facts, the opposing claims have been alleviated, and the differences in positions have been narrowed through resident briefing sessions and joint meetings, so there will no longer be opposition to the installation of Migeum Station.” requested.
The New Bundang Line (Jeongja-Gwanggyo double-track railway) project is part of the metropolitan railway project promoted under the “National Railway Network Construction Plan”. The project period is from 1995 to 2015, the project cost is KRW 1.53 trillion, and the project operator is Gyeonggi Railway Co., Ltd. ( private investment project).
Migeum Station on the Shinbundang extension line, which is in question, is Migeum Station (Migeum transfer station) installed between Dongcheon Station and Jeongja Station, the first station of the Jeongja-Gwanggyo section that extends Yongin Suji and Suwon Gwanggyo from Jeongja Station on the Shinbundang Line, which is the “Gangnam-Jeongja” section. ) am.
Initially, the installation of Migeum Transfer Station was judged to be uneconomical (B/C=0.94) in a feasibility review conducted by the Korea Transport Institute in 2009. Despite this, Seongnam City itself changed the name to “Migeum Stop Station” with no transfer passage in 2010, and judged that it was “economical” by deleting the transfer passage (B/C=1.05) and has been insisting on installing Migeum Stop Station. .
However, it is clear that the conversion of Migeum stopping station into Migeum transfer station will be promoted in the future.
Moreover, according to the Seongnam City service report, only the presence or absence of a transfer passageway was different, and other designs made the same mistake as the existing service report. In this case, when calculating the realistic design cost and the unreflected portion of the “side benefit,” the “economic feasibility” gets worse. This is self-evident.
In particular, Seongnam City does not prepare a service report in accordance with legal procedures, but instead relies on the political world based on the “preliminary feasibility study service report” and is showing an attitude of admitting that it is a leader in law evasion and illegality using “herds”.
Railroad projects such as the Shinbundang Line must be promoted in accordance with the “Railroad Construction Act,” and in this case, “Investment Evaluation Guidelines” under the “National Integrated Transportation System Efficiency Act” when a new station is established on a newly constructed line at the request of the person responsible. Accordingly, it is to be implemented only when it is “economically feasible.”
However, the service report prepared by Seongnam City at the request of the Korea Transport Institute is not a “feasibility evaluation” under the “National Integrated Transportation System Efficiency Act” but a “preliminary report” prepared by the Ministry of Strategy and Finance to determine the approximate budget size to determine whether to proceed with a large-scale project. They are making unreasonable claims based on the “feasibility study report.”
Suwon City has not only requested reasonable procedures and consultations based on facts through Mayor Taeyoung Yeom’s press conference and the Migeum Station three-party consultative body, but also jointly verified through experts on “re-verification of feasibility of additional installation of Migeum transfer station and project cost sharing plan.” However, Seongnam City refused, saying re-verification was unnecessary.
In order to put pressure on Suwon City, Seongnam City shamelessly refused to consult on the cancellation of the park occupancy permit and the relocation of public objects applied by Gyeonggi Railway Co., Ltd., the project operator, and demanded the signing of an agreement on the construction of a new Migeum Station that was unrelated to the permit standards, allowing construction to last for more than 5 months. On October 13, the Gyeonggi Province Administrative Appeals Committee decided that the Mayor of Seongnam, the permitting authority, had “deviated and abused his discretion.”
It is clear that Seongnam City’s behavior in installing Migeum Station not only seriously undermined rationality, objectivity, and fairness, but also violated relevant laws and regulations, and is a typical example of the “herd law,” a legacy that must be discarded in the current Korean society.
I sincerely recommend that the Mayor of Seongnam wake up from his foolish dream as soon as possible and find a win-win solution for the citizens of Seongnam and Suwon. I hope that we will now avoid the outdated idea of ​​putting pressure and appeasement on the Ministry of Land, Transport and Maritime Affairs, an administrative agency, by overturning politicians Sohn Hak-gyu and Kim Jin-pyo.
The mayor, who wants to achieve his political ambitions through the power of the political circles and Seongnam citizens by building a station building that was not in the original plan, declared a “moratorium” as soon as he took office and demanded austerity of finances, but said that five years had passed since the expiration date. Mayor Lee’s duplicity in replacing the official car with a “Chairman” worth 60 million won is left to the judgment of Seongnam citizens.
Lastly, we understand that the patient and rational Mayor of Suwon (tentative name) is forming a “consultative body to prepare reasonable alternatives for the new election,” and in light of the principle of termination of decision, we point out that project costs, operating expenses, etc. are entirely the responsibility of Seongnam City.
