The last comprehensive assessment of the track, according to the report, was in 2008. After that time, that will no longer happen, because Groningen Main Station is awaiting renovation. Until that time, the track must be maintained by a contractor of ProRail, possibly with measures to extend life. It must therefore continue to meet the minimum safety requirements, but that does not happen. ProRail and the contractor simply did not realize that the track needed maintenance. The railway manager also blames itself for this: ‘ProRail relies too much on the contractor’s process and inspections to maintain the track’, according to the research report.
