The new draft guidelines for the investment sub-measure have been published
All areas with existing irrigation installations will be eligible under “Targeted intake for project proposals to increase the efficiency of water use in agriculture” under submeasure 4.1 “Investments in agricultural holdings” from the Rural Development Program 2014-2020. The Ministry of Agriculture and Food publishes for public discussion the draft of the directions to apply.
The previous guidelines for applying, which severely limited the possibilities for applying, became the reason for NAZ to request and receive the resignation of Deputy Minister Tanya Georgieva, who is released as of today. This happened against the backdrop of extremely high temperatures and a prolonged drought that has almost wiped out harvests in many places.
Eligible for support will be areas with existing irrigation installations, including areas that are not irrigated, but in which an irrigation system was operating as of January 1, 2007.
The change is the result of the comments received during the period of previous public discussion of the guidelines for applying under the procedure and new communication with the European Commission services (DG Agriculture and DG Environment), after which the Managing Authority of the Program clarified the concept of “irrigated areas”. This necessitates changes in the conditions for admissibility of the activities and the required documents.
The total budget of the procedure amounts to nearly BGN 97.8 million. The minimum amount of eligible costs for one project proposal is BGN 29,337, and the maximum is BGN 880,110. The financial assistance for approved project proposals is up to 50% of the total amount of expenses eligible for financial support.
