The Movement of Victims of the Regime (MOVIR) denounced the death of José Saúl Castillo Alberto, arbitrarily captured in the early hours of October 31, 2022, due to an anonymous call, he was accused of illegal groups, he remained detained for two years.
The victim died on October 13, 12 days after his release when his innocence was proven; Penal Centers handed him over to the family with profound anemia, he had suffered a facial stroke, he had a malignant tumor in his right ear, he could not walk on his own or eat.
Castillo resided in the El Morral neighborhood, Puerto de la Libertad, he was a worker at the Ministry of Public Works (MOP), his family and neighbors are outraged by the state of malnutrition in which he was released from the Quezaltepeque penal center.
On social networks, the “Agentes Azules” account indicated that the young man was released by a judge, who argued that due to humanitarian reasons he would be released from prison, since he had terminal cancer.
“The deceased had such an advanced level of his disease that he had even developed a malignant tumor on his face due to metastasis. We clarified that he was not innocent as they say and if he was in prison it was for crimes committed, but despite that he never suffered mistreatment inside the prison,” the publication says.
Although the authorities of Penal Centers or the Ministry of Justice have not given an explanation of the case, since it is the entity that corresponds to do so and not groups or accounts on social networks.
Humanitarian Legal Aid pointed out that since the beginning of the Exception Regime, in March 2022, 322 Salvadorans have died in prisons under the supervision of the State, the majority of deaths are registered in the Izalco penal center.
