Apple responds to complaints from iPad Mini users and states that the strange effect when scrolling on the tablet is normal.

Fans of the new iPad Mini may feel abandoned. After the release of the latest iPad Mini, a lot of users complained about a strange effect when scrolling on the tablet. Apple responded to the messages and reports that unfortunately it can do little to remedy the problem. That says tech site Ars Technica in an update to their original post. According to Apple, it wouldn’t be abnormal.
Several users started after getting the tablet to complain about a problem with their screen. While scrolling, one half of the screen would move faster than the other. That would cause a wobbly screen and is appropriately named ‘jelly scrolling’. According to the tech site, the problem would also occur with the other iPad with LCD screens with 60Hz refresh rate, but would still be more noticeable with the iPad Mini.
Business as usual
However, an Apple spokesperson told Ars Technica that this is normal with LCD screens. These kinds of screens would refresh line by line. As a result, you will see a different image at the top than at the bottom. So it appears that the company has no intention of addressing the issue. Also, not all users complain about this issue as not everyone notices it. So iPad Mini users will just have to get used to it.
