Held on Wednesday and organized by the Pacific Basin Economic Council in Hong Kong, the webinar featured notable speakers including Sissi De la Pena, director of the Mexican Academy of Cybersecurity and Digital Law. De la Pena emphasized the significance of APEC’s platform as an opportunity for economies to learn from one another, particularly in the burgeoning area of digital trade.
“APEC stands at a pivotal crossroads. Despite current economic and geopolitical challenges, there exists a clear pathway to bolster trade through innovation and collaboration,” De la Pena remarked.
The backdrop of the forum coincides with APEC Economic Leaders’ Week in Peru, where discussions are focused on identifying new areas of trade and avenues for cooperation among member countries.
Positive Trends Amid Challenges
Despite the slow growth in the APEC region, trade recovery signs are apparent, as substantiated by a recent report from the APEC Secretariat and Policy Support Unit. In the first half of this year, member economies witnessed outbound merchandise exports grow by 3.1 percent in value and 3 percent in volume. Incoming imports mirrored this trend, indicating a revitalizing trade environment.
Latin America’s Expanding Role
As more Latin American companies penetrate Asian markets, they create new opportunities for collaboration and investment within both regions. Thomas Wong, co-founding partner of CW CPA in Hong Kong, pointed out, "Latin American firms are no longer just passive participants; they are significant players orchestrating their expansion into Asia’s dynamic economy."
Wong highlighted a growing expectation that business connections between Hong Kong, the Chinese mainland, and Latin American nations will deepen over the next few years, potentially reshaping the APEC trade landscape.
The Mexico Perspective: Diversification is Key
With a large volume of agricultural exports relying heavily on the US market—around 90 percent—Mexico faces a critical imperative to diversify its export strategies, according to Federico G. Lepe, president of the International Logistics Commission at the Council of Industrial Chambers of Jalisco.
“In Jalisco, where we have a thriving tech community, it’s crucial to establish robust connections globally,” Lepe noted. Having partnered with Cathay Pacific Airways to improve logistics between Guadalajara and Asia, transit times were slashed from eight days to just two, resulting in significant annual savings of $700 million for the tech sector.
Guadalajara, often dubbed the "Silicon Valley of Mexico," is ramping up its electronics production, which will further necessitate reliable cargo routes from Asia. “Our regional growth is directly tied to maintaining these critical supply chains,” Lepe explained.
Future Opportunities: A Glimpse into Chancay Port
Lepe also expressed optimism about the Chancay Port project in Peru, an integral component of China’s Belt and Road Initiative, as a catalyst for enhancing trade connectivity between Asia and Latin America. “We see the potential for Chancay to open new corridors of trade that will benefit both regions significantly,” he added.

Evodio Kaltenecker, an associate teaching professor at Northeastern University’s D’Amore-McKim School of Business, discussed how the U.S. political landscape, particularly the incoming administration of President-elect Donald Trump, could substantially influence trade configurations and global value chains. Kaltenecker pointed out that diversification will be a pivotal strategy for Latin American countries as they navigate these changes.
