A guard of Ter Peel women’s prison in Evertsoord was fired in mid-June because he had sex with a detainee. The Custodial Institutions Agency (DJI) confirms this after reporting in The Telegraph.
It is not known when the incident took place. In March of this year, an employee of the women’s prison was also sent away because he had had a relationship with a prisoner.
There is often talk of sexual abuse, says former PvdA politician Lilianne Ploumen, who now works for the Bureau Clara Wichmann, which defends the rights of female prisoners, among other things. “In such a situation, a prison guard has all the power over the detainee,” she told NOS.
In the North Limburg women’s prison, there is talk of the so-called ‘four-eyes principle’. This means that a guard may never be alone in a cell with a prisoner. The DJI indicates that it is investigating how this could have happened.
Structural problem
Ploumen speaks of a structural problem: “We often hear that female detainees are confronted with abuse of power and sexually transgressive behaviour. Subsequently, it is often impossible to submit a complaint anonymously and safely.”
The lack of such a hotline leads to problems for the prisoners, says Ploumen. “It happens that women do not dare to report misconduct or that they are not taken seriously. Sometimes women are transferred to another prison after they have reported it. It cannot be the case that women who report misconduct suffer the brunt of it become.”
Also in Nieuwersluis
Earlier this year, the Justice and Security Inspectorate a report public about sexual abuses in the women’s prison in Nieuwersluis, near Utrecht. It mainly concerned sexually tinted remarks by employees, but also French kissing, oral gratification and relationships between employees and detainees.
Following the report, Minister for Legal Protection Franc Weerwind announced that he would take measures to combat transgressive behavior in women’s prisons. For example, there must be an attention officer for transgressive behavior in all prisons and training for guards in which rules of conduct with female prisoners are explained.
