Annual oral exam postponed to April 1

The annualized EBD for 3-24 year olds which was to come into force on January 1 has been postponed, pending the implementation of full third-party payment.

The annual oral examination (EBD) for patients aged 3 to 24 was to come into force on January 1, but it was postponed until April 1, 2025, pending the definitive implementation of the reimbursement system integral.

The annualized EBD was introduced as part of the dental agreement, through the “Caries-Free Generation” system. These examinations are covered 100% (60% by Health Insurance and 40% by complementary health insurance), in accordance with the amendment presented by the government, as part of the social security financing bill for 2025, on November 4. They must be subject to full third-party payment, but professional software publishers are not yet ready to guarantee the system on all supplementary health insurance.

Means put in place by the OCAMs

The union Les Chirurgiens-dentistes de France indicates in a press release that “ this postponement is due to the alert from the CDF on the complexity of the implementation of the transfer of financing of part of oral and dental prevention to complementary health insurance organizations (OCAM) “. The CDF requests the guarantee of full payment for practitioners for the annual oral examination, ” even if it means further postponing the application date, until the process is validated and fully operational “.

If the annual rhythm of this oral examination aims to develop prevention among young people, the question remains of how this will be guaranteed in the event that the patient is not covered by complementary health insurance. The CDF are wondering about the means put in place by the OCAM to deal with “ the numerous cases of malfunctions identified ”. They finally ask themselves “ how to guarantee the continuity of consecutive care over 6 months when additional rights can only be verified at each session“.
