SAN GIOVANNI IN FIORE (CS) – Mario Olivieroformer president of the Calabria Region, recently wrote a letter to the governor Roberto Occhiuto “to represent you strong concern determined in the community of San Giovanni in Fiore following the clearance with which, by the competent Regional Department, the transfer of the ANMIC rehabilitation from San Giovanni in Fiore to Cosenza, in via Falcone, is authorized.
This is the healthcare facility, already authorized and accredited by the Specialist Branch of Physical and Rehabilitation Medicine, for 80 rehabilitation services Extensive Outpatient and n. 50 Home Extensive Rehabilitation services. Practically, in the largest and most populous mountain municipality, a health service that has been operating for decades is abolished and for which a high demand persists which cannot even be fully satisfied, given the aging process of the population and the consequent increase in demand. As you well know, ANMIC was at the time authorized for the service and accredited to the number of rehabilitation services precisely on the basis of the ascertained needs of the population of San Giovanni in Fiore, regularly and periodically verified, as among other things can be seen from the same resolution with which the transfer is authorised.
The transfer of this service cannot take place without in-depth, well-founded and sustainable reasonsmuch less on the basis of a simple request from the company owner or a simple assessment of the suitability of the premises for the service in another Municipality. The enormous implications that the transfer of this service will have for hundreds of patients and their families in the largest mountain center will certainly not escape your attention and sensitivity. Confident that I am interpreting the more than justified concerns of the population of San Giovanni in Fiore, I ask you, despite your heavy commitments, for your personal attention in order to re-evaluate the decision of the competent Regional Department.

“Also on the basis of my personal experience – Oliverio specifies in the letter – I presume that you are not even aware of the problem and what occurs is the result of a bureaucratic evaluation by the offices which evidently did not take into account the social and the serious inconveniences that will arise for the community of San Giovanni in Fiore. I take the liberty of making this observation not because I underestimate your attention to the administrative procedures within your jurisdiction. Far from it! Indeed, to avoid being misunderstood, I inform you that a similar request was made by ANMIC already in 2019/20. That the same was the subject of authorization issued by the competent Regional Department on 14/1/2020 or twelve days before the regional elections of 26 January 2020 for which, as is known, my re-nomination had not been re-nominated. Practically in a moment of “vacation” as you, more than others, can understand.
This significant fact “says a lot…” about the conduct and “correctness” and ethics of some sectors of the bureaucracy. In fact, in the weeks following the elections, having accidentally learned of what had occurred, which under the circumstances took on the flavor of a real scam(!), I did not hesitate to inform President Jole Santelli of what had happened. The Mayor pro tempore Giuseppe Belcastro himself, informed by me, requested the intervention of President Santelli. It must be said that nothing has changed since then the service continued regularly, recording a growth in demand. Years later, the question incredibly arises again. With a note from the legal representative of the Health Structure, acquired under the protocol of the Calabria Region n.156869 of 02/29/2024, ANMIC has once again forwarded the request for authorization to transfer the headquarters.
With note prot.168610 dated 05/03/2024 prot. Asp Cosenza n.29131/2024 the competent sector of the Department of Health Protection and Welfare of the Region has started the procedures for issuing the transfer authorization. The ASP of Cosenza with resolution n.2073 of 09/30/2924 issued a positive opinion on the transfer. All in a bureaucratic way without considering any of the serious implications that this will have for the many people who live in San Giovanni in Fiore and who need this service. It should also be highlighted that no account was taken of the fact that said health services were at the time authorized and accredited to AMNIC on the basis of the needs of the Municipality of San Giovanni in Fiore and the surrounding area. A disadvantaged mountain area which, as is known, is 60 km from Cosenza.
The community of San Giovanni in Fiore does not deserve to be deprived of such an important health care service. I believe it is more than appropriate to avoid harmful forcing and predictable justified social tensions in a situation already suffering due to the lack of health services. I thought it appropriate to address these considerations directly to you for the sole purpose of informing you personally of a matter that I consider very delicate, so that you can evaluate objectively and make the right decisions.
In the belief that we have done something useful for the Community and also for the exercise of its delicate and burdensome function”.
