The Angela Plan is a government scheme that aims to create a network of safe places where people in danger can take refuge. It aims to help harassed women, children and men in the public or private space.
Its operation is simple: many places are identified so that the victims take refuge there by stating the code name “Angela”. This network has just arrived in Poitiers in fifteen shops in the town centre.
A security setting before the call of qualified persons
The arrival of the device in Poitiers is not the result of chance. Remember. In September 2022, a group of Poitevin students alerted the municipality to the insecurity in Poitiers. They had then polled the population and collected hundreds of testimonies. Meetings with elected officials were then held to discuss the issue.
The idea of establishing the Angela plan in Poitiers came during these exchanges. The group of students, which has now formed a collective called “Bien dans nos rue”, took charge of the establishment of the Angela plan in Poitiers with the services of the City.
For this, the young people took to the streets of the city center to canvass traders likely to commit themselves as safe places. Fifteen businesses volunteered. They attended an awareness meeting to fully understand their role.
The municipal police know Angela
Alexia Ondongo, member of the collective Bien dans nos rue, details their mission: “If a person comes into their store and says the word Angela, traders are required to act discreetly. The first thing to do is get the victim to a safe place. To ask him simple and non-intrusive questions to understand his problem. Then, they must call the competent professionals for each problem. » For this, the municipal police of Poitiers has even established a direct line with a police officer aware of the Angela plan.
To clearly recognize the businesses authorized to receive the victims, specific stickers have been stuck on the windows of the first fifteen partner businesses. In shops and restaurants, staff welcome the device with open arms. “It can only be positive”, we are told on the side of the department store. While at the restaurant L’Essentiel, we think of the nocturnal interest of the device: “We often close after midnight and therefore after the lights go out. Our reception in the middle of the night can be useful for people in danger. » Certainly. Angela is here for that.

Fifteen brands have already joined the Angela scheme: Le Grand Magasin, Ecouter Voir, Librairie la Belleaventure (rue des Grandes-Écoles); The Biblio café, Librairie la Procure (rue de la Cathédrale); Cave Rocinante, Librairie Aux bavardages, Bali’s & co, Plexus records, Restaurant L’Essentiel (Grand’Rue); Buffet at the agora station (boulevard Pont-Achard); Havana (rue du Marché-Notre-Dame); Havas voyage (rue du Chaudron-d’or); Amazing Le Flonflon restaurant (rue de l’Université); Barber Binks (Boulevard du Grand-Cerf).
