Andreu defends the strength of the Universal Accessibility Law “in building a more inclusive society”

The government of La Rioja celebrated in La Grajera the institutional act on the occasion of the International Day of Persons with Disabilities, which is celebrated on December 3 with the slogan “Transformative solutions for inclusive development: the role of innovation to promote an environment accessible and fair world’.

The President of La Rioja, Concha Andreu, the Minister of Social Services and Public Government, Pablo Rubio, and the Director General of Addiction, Disability and the Elderly, Carmen Benito, participated in this meeting in which representatives of the entities that participated work in the region in the field of disability.

In this event, people with disabilities from ONCE, ASPACE-Rioja, Plena Inclusión and the Association of the Deaf La Rioja explained the five types of language that exist: easy reading, braille, dynamic communicators, sign language and pictograms.

In addition, they explained the importance for people with disabilities of the Universal Accessibility Law of La Rioja, which includes, among other issues, the provision for the reservation of parking and accommodation in public developments for people with disabilities; guarantees the right to cognitive accessibility; access to comprehensible and easy-to-read information, as well as accessibility in urbanized public spaces, buildings and public transport, communication and signaling systems.

20,231 PEOPLE WITH DISABILITIES IN LA RIOJA

In closing, Concha Andreu said that La Rioja commemorates the International Day of Persons with Disabilities “in the best way, by claiming the 20,231 people with disabilities in La Rioja”.

The president said that the motto chosen this year “fits perfectly with the ideology of this government” since “since the beginning of this legislature, we have been working so that the society of La Rioja moves towards a more equitable and inclusive model”.

The head of the regional executive believes that “respect for the rights and dignity of people with disabilities is not only a question of justice, but also an investment in our common future where everyone counts” and insisted on the value of diversity “which it unites us and makes us stronger”.

As he assured, this legislature is “one of great progress, thanks to avant-garde laws that improve the lives of the citizens of La Rioja”. Among them, he highlighted the Universal Accessibility Law “which will once again place La Rioja as a reference community because, for the first time, the right to cognitive accessibility is recognized and we will be the first in Spain to recognize this right “.

With this norm, he stated, “we want to guarantee equal opportunities for all people of the autonomous community, and in particular for people with disabilities, in relation to universal accessibility, favoring their autonomy, improving their full and effective participation in society, and by removing barriers that hinder access to goods and services”.

Finally, he showed the commitment of the government of La Rioja “with diversity and inclusion” with “new laws, more budgets and with more resources to support people and their families” and declared that “we will continue to build a more Rioja society fair and inclusive because we are convinced that, with this, La Rioja will be even better”.

PROGRESS OF THIS LEGISLATION RELATING TO DISABILITY

The government of Concha Andreu has made significant progress in terms of disability during this legislature. Among the most important actions is the Universal Accessibility Law of La Rioja, which is being drafted in Parliament, and pioneer in incorporating the concept of cognitive accessibility, among other aspects.

In addition, he is working on the preliminary draft of the Law for the Guarantee of the Rights of Persons with Disabilities in La Rioja, which aims to eliminate and correct all forms of discrimination against persons with disabilities in the public and private sectors, as well as how to promote development of an inclusive and accessible society that allows people with disabilities to fully develop their abilities with equal opportunities.

-New nursing home for people with intellectual disabilities in Nájera with 18 places.

-Agreement with the deaf association of La Rioja for the interpretation of sign language in government documents.
