The report believes Miami has never made an offer to Iniesta for one reason, related to the existing rules.
In MLS, there are rules regarding Deserted Players, namely players who are allowed to be paid more than the maximum salary budget of a club.
Each club is allowed to have three Reserved Players. And the Deserted Player slot in Miami is full after being filled by Messi, Busquets and Josef Martinez.

Even so, the report believes Iniesta’s recruitment process will not stop. Miami will find a way to make it happen.
Either later by paying Iniesta less than it should or maybe there is another way that the club owner, David Beckham, is thinking about.
