As for the status of the Wagner group, the report says, it remains unclear amid reports of negotiations about the future cooperation of Wagner with the Russian government.

Wagner’s core combat elements are scattered across several countries, including Belarus, the Central African Republic, Libya and Mali, and there is no clearly defined single leader of the group.

ISW will reconsider its assessment of the prospects for the revival of the Wagner Group as an effective military organization if it successfully re-establishes itself as a large unitary organization under the leadership of the Russian Guard, the Russian Ministry of Defense or similar departments.
