Lawyer Carlos Arévalo analyzed that the Permanent Commission of the National Congress can appoint new authorities, but on an interim basis, just as happened with the current Attorney General and Deputy of the Public Ministry.
Arévalo indicated that Luis Redondo’s Permanent Commission has November and December to appoint authorities if there is a need, before losing validity at the beginning of the new legislative period.
If new authorities are appointed, it must also be on an interim basis, just like the interim term of lawyers Johel Zelaya and Mario Morazán, as interim Attorney General and Deputy Prosecutor, he clarified.
The law scholar recalled that the period of the interim Prosecutors expires until there is consensus and a majority of 86 qualified in the National Congress is achieved.
“They can be in the Public Ministry for as long as it takes for the political forces to reach an agreement for the benefit of Honduras and with the qualified majority elect the Attorney General and the Deputy Prosecutor,” he pointed out.
In relation to the installation of an International Commission against Corruption and Impunity in Honduras (CICIH), he commented that at the moment there are no conditions for its arrival.
In that sense, he pointed out that the Effective Collaboration Law has not yet been approved, nor have the leonine concessions, the Penal Code and the Money Laundering Law been reviewed, to mention a few.
“The entire legal framework is shelved to make the coming of a CICIH possible. That said, let’s forget about the Hondurans who can come, due to the will of President Xiomara Castro, it is not possible because the will is not only in her,” he pointed out. OB/Hondudiary
