A two-and-a-half-year-old child died this Thursday morning, in the town of Chavagnes-en-Paillers. “This tragedy is part of the context of very significant dysfunctions observed in access to emergency numbers at the national level”, confirmed this evening the prefect of Vendée Benoît Brocart. The ARS does not mention “at this stage” from “dysfunction”.
“It appears that there is a doubt,” said the prefect of Vendée. The ARS states, this Thursday night, that the mother of the child tried for about an hour to dial the 15, before finding on social networks an alternate 10-digit emergency number. A report was also sent to the public prosecutor by the La Roche-sur-Yon hospital.
Waiting time before help arrives
It is at 8:21 am that the Samu 85 receives the call from the mother of the child. The mother contacted the operators and reported her son’s cardiopulmonary arrest. From 8:22 am, the firefighters and the Smur of the La Roche sur Yon hospital. During this time, on the advice of the emergency services, the mother began resuscitation. From 8.46 am, the Nantes pediatric Smur was hired and headed for the site. The arrival time has not yet been specified. What we know is that the death of the child was noted at 9.25 am, despite the resuscitation procedures attempted by the emergency services. “All of the caregivers tried everything to resuscitate this child”, adds the director general of ARS Pays-de-la-Loire, Jean-Jacques Coiplet.
All of the caregivers tried everything to resuscitate this child.
The child’s mother tried for an hour to contact the Samu, before finding the numbers on social networks. Is it possible to say that this hour of waiting participated in the death of the child? “We cannot say it at this time. It is thanks to the administrative investigation that we will know”, indicates the director general of the ARS of Pays-de-la-Loire Jean-Jacques Coiplet.
The purpose of the administrative inquiry is first of all to “push the investigations”, adds Jean-Jacques Coiplet, but “without unfavorable a priori”, he tempers, while welcoming “the responsiveness, the professionalism and the action of the emergency services”. “As soon as they found out, they rushed to save this child”, underlines the director general of the ARS.
Removal of “doubt”
An administrative investigation is therefore carried out _“to remove this doubt”,specifies Benoît Brocart “and thus provide the family of this young child with all the information they can legitimately expect from the authorities.” Earlier in the evening on Thursday, the Regional Health Agency of Pays-de-la-Loire had indicated that it was carrying out an investigation after the death of this young child in Vendée, in the town of Chavagnes-en-Paillers. “It is a question of looking at the consequences of the national dysfunction in this dramatic event, and I hope that the administrative investigation will tell” ._
While the situation returns to normal, disturbances are still noticeable. “The Vendée has not escaped this phenomenon and since the end of the afternoon yesterday, disruptions have been noted in access to the main emergency numbers”, explained the prefect of Vendée Benoît Brocart. This was particularly the case for 18 (firefighters) and 15 (Samu). There remained, this Thursday evening, still disturbances on the 15th.
