According to the ordinance, the preparation of passports is at the expense of the owners and is their obligation. The aim is to determine whether the buildings have structural problems, what is their depreciation.
The professional house manager Tsvetelin Tsonev said that in the blocks of flats he serves in Ruse, people welcomed the idea of inspecting and giving an opinion on the technical condition of their homes. However, they also asked many questions, BNT reported.
“Starting with who, under what conditions, at what prices – the most important thing. Then the question arises about the majority of uninhabited housing, which we have more than once posed a problem. Upstairs, according to our estimates, about 30% of homes are empty. There, under what conditions things will happen, who and how will process them, who and how will help to find the owners. Who and how will pay, the most important thing, because everyone is worried about money, “commented Tsvetelin Tsonev.
According to Nazile Sabrieva, the idea is good, but at the same time she believes that things are not well thought out.
“The whole bloc has to make such a passport. And, which, of course, is related to funds for people. 500 levs per family possibly – this is a very large amount. So how much money do our retirees take? If they mean, possibly with someone earthquake, in such a case, to find out what is the durability of the building, I do not think this is the way, “said Nazile Sabrieva.
“The state must bear these costs, because these are the costs of all people. All properties, houses and other private ones are without passports. The state must bear them, as the rehabilitation took over,” Milko Milkov said.
As the term has been extended many times, and now many will hope for another postponement, Tsvetelin Tsonev believes. But this time the ball was transferred to the municipalities.
“According to the ordinance, after the legal deadline of the 22nd year, those who have not prepared passports will be fined and the municipality will fulfill their obligation to make the passports and then collect the money in court,” Tsvetelin Tsonev said.
And where will the municipalities take out hundreds of thousands of levs for inspections, and then for court cases? We have almost two years to see how things turn out.
