On the night of Tuesday November 19 to Wednesday November 20, Ronan Dantec, environmentalist senator from Loire-Atlantique, was the victim of a theft in the 10th arrondissement of Paris, near Place Raoul Follereau. The alleged perpetrator, an Algerian subject to an Obligation to Leave French Territory (OQTF), was arrested by the police, as confirmed by the elected official.
A targeted theft in the night
The incident began shortly after 2 a.m., when the senator reported the theft of his cell phone, which also contained sensitive items: a credit card, a transportation card and his senator’s business card.
Following his call to 17, the anti-crime brigade (BAC) was quickly dispatched to the scene to find the perpetrator. During their patrol, the police identified an individual exhibiting suspicious behavior and carried out a check. Shortly after, Ronan Dantec, accompanied by another crew, recognized the man as the author of the theft.
Stolen items found nearby
Searched on site, the suspect was not carrying any of the stolen items. However, by widening their search in the area, the police discovered the phone and cards under a car, rue Eugène Varlin, a few minutes from the initial scene.
The suspect was arrested at 2:45 a.m. Intoxicated, he was identified as Keldine C., a 41-year-old man of Algerian nationality and of no fixed address. Known to the police, he was arrested six times for theft over the past four months.
A situation which relaunches the OQTF debate
This new incident highlights the challenges posed by the implementation of OQTFs. Despite his irregular situation and his criminal past, Keldine C. was still on French territory according to information from Values. In 2023, only 12% of OQTFs had been executed, a figure which remains insufficient according to the Ministry of the Interior.
This affair also raises questions about the security of elected officials and the measures necessary to protect their sensitive professional information.
The recurring problem of OQTF
The OQTFs, supposed to allow the expulsion of illegal aliens, face numerous criticisms for their low effectiveness. The Minister of the Interior, Bruno Retailleau, recently asked prefects to intensify their efforts to improve the rate of execution of expulsions.
This new episode, involving an elected official and an individual under OQTF, will not fail to fuel the public debate around immigration and security, themes which continue to polarize opinion.
