Amsterdam to Introduce Emission-Free Zones from 2025: Details and Transitional Arrangements Announced by Alderman Melanie van der Horst

From 2025 there will be emission-free zones in Amsterdam: only non-polluting vehicles will be allowed there from that moment on. It will take until 2030 before the last polluting cars are actually banned from those zones, because transitional arrangements have been devised for existing vehicles. Today alderman Melanie van der Horst (traffic) announced how they work.

Initially, the emission zones will only apply to cars whose license plates will be created after 2025. These license plates are registered when the car enters the zone. If a car enters that is not allowed according to the rules, the owner will be fined.

The size of the zones differs per type of vehicle. In the case of mopeds and mopeds, this concerns almost all of Amsterdam, with the exception of Landelijk Noord. For vehicles with four or more wheels, the area inside the ring is the zero-emission zone.

There will therefore be a transitional arrangement for existing vehicles. According to Van der Horst, people who are not yet ready for a new car or scooter should be given more time.

“I think it’s important to offer clarity and action perspective to owners,” said the alderman. “The widest possible support for the packages of measures contributes to the acceleration of the transition to emission-free mobility.”

Emissions

All these transitional measures mean that it will take longer for emissions in the city to decrease. The emissions from taxis and vans are not expected to decrease until 2028. In the case of lorries and buses, it will even take until 2030.

No emission-free zone has yet been devised for passenger cars. The municipality wanted to introduce one in 2030. Now Van der Horst says that there is no prospect of this at the moment, because there are no national regulations for this yet. The alderman emphasizes that municipalities are ‘bound to national frameworks’ when introducing environmental zones and emission-free zones.

The most important measures at a glance

For passenger cars there will therefore be no emission-free zone for the time being. However, they must be cleaner from 2025. From that moment on, only cars with an emission class of 5 or higher are still welcome. Old, polluting petrol cars are being phased out by adjusting the parking policy. Higher environmental requirements are set for the application for new parking permits.

A compensation scheme will be introduced for Amsterdam residents with a low income. A total subsidy amount of 1 million euros will be made available for this.

Mopeds and light mopeds with a combustion engine and a date of first admission (DET) from 1 January 2025 are banned in the entire built-up area (with the exception of ‘Landelijk Noord’). Those who have a moped from after 1 January 2011 can use it until 2028. Mopeds with a DET after 1 January 2018 will remain permitted until 2030.

Existing taxi’s are only permitted from 2025 if they fall at least under emission class 5. These cars may continue to drive within the ring road until 2027. Taxis with emission class 6 will have until 2028.

For vans the same regulation applies: existing vehicles with emission class 5 can continue to drive within the A10 until 2027. With emission class 6 you have until 2028.

Trucks must have at least emission class 6 at the turn of the year in 2025. Box trucks may be a maximum of 5 years old; tractors up to 8 years.

Also for pleasure boating an emission-free zone applies in the central area. For existing vessels, there is a transition period of 5 years from 1 January 2025.

The center area refers to the area within and including the Singelgracht. There is an exception for the through shipping routes (Kostverlorenstraat, Amstelroute), the western Singelgracht (between Kattensloot and Hugo de Grootgracht), the Eastern Islands and the Nieuwe Vaart.

For public transport buses and coaches no plans have been made yet. According to the alderman, agreements are being made with the national government and Royal Dutch Transport, the representative of the coach sector.
