A single envelope for twenty-six projects. This is the Pact signed, this Tuesday, March 29, the twenty-one municipalities of Montluçon community with the Departmental Council of Allier. Frédéric Laporte, the president of the agglo, welcomed this “big check” of 9.9 million euros, speaking of an amount “which will be greatly favorable to our territory”.
What amounts for these aids?
This sum of 9.9 million euros includes 7.4 million euros for twenty-six actions identified as structuring for the Montluçonnais basin, but also an envelope of 1.5 million euros reserved for municipal projects “with an influence intercommunal” and 1 million for projects “dedicated to sustainable transitions, innovation and higher education.
This aid amounts to 30% of the amount of the listed projects. However, it includes certain funding that has not yet been consumed, the idea being that the entire envelope be used over the period up to 2026. It is up to the Montluçon community to supplement this funding with grants from the Region or State.
What projects?
The projects in question have been divided into four areas: attractiveness of territories, mobility, memories and heritage, and development of territories. Among these, we can cite:
- the prefiguration of the Saint-Jean sports complex integrating a tennis center for an amount of 2.53 million euros, including 519,232 euros in aid from the Department.
- the pedestrianization of the medieval city of Montluçon to the tune of 4.1 million euros, including 1.23 million in aid.
- the implementation of an optimized water management system at the Saint-Agathe golf course (237,450 euros including 71,235 from the Department).
- the Montluçon-Evaux greenway project, worth 3.5 million euros, including 1.05 million in aid.
- several projects related to heritage, including that of the castle of the Dukes of Bourbon (4.04 million euros, including 1.2 in aid).
- the development project for a leisure area in Saint-Victor for 1.44 million euros, aided to the tune of 434,640 euros.
What issues?
Claude Riboulet, the president of the Department, presented this Pact as a tool “to gain clarity” and thought “to simplify the procedures for elected officials. “Instead of compiling files for all these projects, we put everything together in the same envelope over several years.
“It gives you the means not to procrastinate and to save time. It’s essential, because for us, not moving forward means falling behind because the other territories are moving forward. »

The elected official, also president of the Commentry-Montmarault-Néris community, also pointed out “the challenge of articulating these projects with the neighboring intermunicipalities. This Pact is for the entire west of the department because it includes actions that go beyond the perimeter of the Montluçon community”.
And to cite as an example the project to link the banks of the Cher/Canal de Berry cycle path “which obviously interests the Val de Cher community”.
