The manufacturers have little or no benefit from this great scarcity, so it does not seem intentional. Only resellers / scammers really benefit from this, with for example PS5s on Marktplaats for hundreds of euros more than the suggested retail price. I don’t think this is to anyone’s advantage. Manufacturers are now not quickly raising the price because of the scarcity. Perhaps the hype is getting a bit bigger due to the many reports that everything is sold out. But they can’t capitalize on that hype without stock, so that factor won’t be great for the makers either.
I think it is a combination of the already tight schedule of many releases + Corona on top of it.
It is not new that there are not enough copies of popular hardware available at first. Release dates are often chosen for business or marketing reasons, or because of competitors, and the production side can sometimes barely keep up. Previously we did not often see it as extreme, but shortages themselves are more common because of the very optimistic business operations. Too often the public release is done, while the first copies are still fresh off the assembly line.
Now Corona has thrown an extra spanner in the works at all kinds of companies in the chains of these manufacturers. There have been periods of standstill in many countries, and not everywhere at the same time. Some have been running again for months, such as the factories in China, I assume, but then other parts of the chain could be in lockdown, for example. If partial product x is not delivered on time, the party can then only postpone their tasks, and so on.
Corona has also significantly increased demand: more people are at home more often and are willing to invest in hardware that they can enjoy and keep in touch with.
Finally, the AMD chips specifically are now in high demand in the PC market, and many millions are needed for the consoles. Now these are not exactly the same production processes, but I can well imagine that this is also a factor. AMD is relatively small but also very popular, which means that this company and its supply chains are bound to have maximum utilization.
