In his speech before the United Nations Climate Ambition Summit in New York, Al-Jaber stressed the possibility of successfully overcoming the climate crisis, and called on the world to seriously strive to reduce billions of tons of emissions.
In his speech, the appointed President of COP28 called on the world to take bold measures to correct the course and meet climate ambitions, stressing that climate change is a common enemy, and everyone must unite to confront it.
He stressed the need for the world to respond to the results of the global inventory with the highest levels of ambition, to match the scale of the current challenge, explaining that the amount of greenhouse gas emissions that the world needs to reduce in the next seven years to avoid the rise in the Earth’s temperature exceeding the level of 1.5 degrees Celsius amounts to 22 gigatons (22 billion tons). ).
Al-Jaber pointed out that the world is not incapable of confronting the repercussions of climate change, and that it is capable of overcoming the most difficult challenges, through everyone’s solidarity and concerted efforts, adding: “I am confident that in the face of the climate crisis, we are able to rediscover, and indeed we will rediscover, the greatest power that we possess.” Humanity, which is our ability to cooperate, overcome differences, and harness the power of teamwork, and this is what we aim to achieve through the COP28 action plan.”
He explained the COP28 presidency’s plan to accelerate the process of achieving an orderly, responsible and just transition in the energy sector, calling on all parties to play their role in working to achieve a “major expansion in renewable energy” to increase its global production capacity three times by 2030, stressing the need to raise the efficiency of energy use. Because it is the simplest, least expensive and fastest way to reduce emissions.
Al-Jaber called on the parties to explore realistic ways to achieve the transition in emissions-intensive sectors that cannot be powered by renewable energy alone, pointing to the necessity of expanding the production and use of hydrogen.
He stressed the importance of accelerating “the comprehensive reduction of emissions from the current energy system,” before reiterating the oil and gas sector’s call to eliminate methane emissions by 2030, and announcing clear plans to reach climate neutrality by 2050 or before.
He called for a radical modernization of international financial institutions, promoting smart innovation across the financial system, and improving the functioning of carbon markets, and said: “We need a system that provides concessional climate finance at an affordable cost for all.”
Al Jaber pointed out the priority of preserving people and lives, and improving livelihoods in climate action negotiations, pointing out that the basic needs of people everywhere are clean water, clean air, economic opportunities, and safety from the repercussions of climate change, and he called on governments to include investments that support nature in National climate strategies, and a smarter approach to growing and consuming food.
He stressed COP28’s keenness to fully include everyone in its work system, calling on everyone who wishes to participate in the conference to come “loaded with hope, optimism, and the will to achieve realistic, tangible results.”
