During a meeting organized on April 7, 2023 by the City in the presence of representatives of the Alva company and the inspection of classified installations, the operator explained the recent olfactory nuisances by the start-up, at the beginning of February, of a workshop drying gelatinous waters. This technique, which has been in use for several months, enabled the company to process the waste from its productions.
Faced with the nuisance caused by this new activity, the City of Rezé invited local residents to a discussion meeting on April 26, 2023, as well as the inspection of classified installations. The elected officials asked the Departmental Directorate for the Protection of Populations to take the necessary measures to put an end to the odor emissions as soon as possible.
Consequently, and considering the impacts still insufficiently controlled by the operator, of the new activity of drying gelatinous water, the inspection of classified installations proposed to the prefect of Loire-Atlantique to require the company Alva to:
- cease its gelatinous water drying activity (or reduce it so that it no longer emits odors), while installing an effective air treatment solution (temporary and /or fixed); tests may be carried out with the attention of the inspectorate of classified installations, the town hall of Rezé and local residents;
- send a report describing the activity and its impacts as well as the temporary and/or fixed air treatment solutions adopted;
- transmit the results of the odor analysis of April 26, 2023 and carry out a new one, within one month after the restart of the activity, if possible in increased weather conditions;
- carry out an odor dispersion study within six months of restarting the activity.
On Tuesday May 2, 2023, the edible fat production site was forced by a prefectural decree to interrupt its gelatinous water drying activities. On Wednesday May 3, the management of Alva Food informed the City of Rezé that the activity had been interrupted as of Tuesday May 2, ” during the day “says the company. The management also explained that no administrative appeal will be made against the prefectural decree and did not indicate a date for resuming the drying of the gelatinous waters, ” because we are aware that it is imperative that we find a solution that is satisfactory for local residents.«
For its part, the prefecture requests guarantees from the company to allow a resumption of activity. Experts are expected this Thursday at Alva Food, for “ analyze and find alternatives to treat odors. “The prefecture ensures that” the restart can only take place after a favorable response from the State services. »
