Alley blocked by fences and tires… “It costs 20 million won to pass through my land”

The landowner erected a fence in the alley to block vehicle traffic.

They are pressuring a rental car company to pay 20 million won per month in toll fees.

Despite the district office’s correction order, the land owner is not removing the fence.

Reporter Yuna Kim covered the story.

There is a pile of tires on one side and a high fence on the other side.

The only road leading from the main road to the rental car office was cut off.

It was originally a road where vehicles could pass in and out, but now with fences and tires installed on both sides, it has become a narrow road where one person can barely pass.

The land owner erected a fence after the gas station he was renting closed at the end of July.

They started asking rental car companies for money as toll fees.

3 million won per month.

They are asking for 3.3 million won each including VAT.

The company decided to cry and give us this money for three months.

″I am working in a rental car business, and if the vehicle is not able to pass even for one minute and a second a day, I will not be able to do business and will have to close down. I’m about to die right now. I really want to cry.″

However, the landowner suddenly raised the price to an absurd amount.

From now on, I was told to deposit 20 million won per month, plus 10% VAT, which was 22 million won.

If they can’t pay, they will block even the roads that are available.

″The time for accommodation is limited from September to December, and it is up to you to find the place you need and go out… It means you can’t enter or leave through my land.”

However, no matter how private the land is, building a fence without ensuring the minimum level of roads is a clear violation of building laws.

″Although it is private land, when this building was built, the width of this road was too narrow, so it had to be built back that much. “You violated the road deduction and built a fence there.”

The land owner has left the fence untouched for over a month even after receiving a correction order from the district office.

Saha-gu’s only response was, “Discuss amicably with each other.”

In a similar case that occurred in Haeundae-gu’s Haeridan-gil in 2020, the case ended with the landowner voluntarily demolishing the fence after being handed over to a criminal trial on charges of obstruction of business.
