In a letter dated February 24 addressed to the Algerian Minister of Foreign Affairs, leader of international mediation for the implementation of the Algiers Agreement, the government of Mali accuses the signatory armed groups of having repeatedly violated the Agreement for Peace and Reconciliation. This without the international mediation condemning them, it is indicated in the correspondence signed by the Minister of Reconciliation, Colonel Major Ismaël Wague.
The government says it has identified at least 11 violations of the treaty by the movements. These include, among others, the installation of General Staffs by certain armed movements in Gourmah in 2020-2021; the reopening of security posts in the areas of Kidal, Gao, Ménaka and Timbuktu; actions hindering the optimal functioning of the Battalions of the Reconstituted Armed Forces (BATFAR) or even the conduct of TARTIT patrols by unrecognized entities (CSP-PSD) without consultation or agreement from the government in the northern localities mentioned above. In addition, and above all, Minister Wagué is saddened by the operationalization of an Islamic court in Kidal which has already deliberated on the case of two elements of BATFAR in Kidal and an increasingly manifest collusion with terrorist groups, in violation of United Nations Security Council resolutions.
“These flagrant cases of violation of the Agreement are all the more worrying as they have not given rise to any condemnation from the International Mediation and their perpetrators have never been called to order”, deplores Colonel Wagué .
For the latter, by “its lack of reaction”, the mediation is discredited and its structures which are MINUSMA, the Independent Observatory and the International Group of Experts “do not meet expectations”. Even questioning their relevance.
Also, sleep and already, the government notifies that “while remaining attached to the intelligent implementation of the agreement”, that it will automatically reject any accusation which would be likely to hold it responsible for the possible consequences of the violation of the Peace and Reconciliation Agreement.
